SUBJECT:  MAJOR AMENDMENT TO THE AIRPORT MASTER PLAN FOR MINETA SAN JOSE INTERNATIONAL AIRPORT TO REDESIGNATE A VACANT WEST SIDE PARCEL FROM AIR CARRIER TO GENERAL AVIATION USE.

 

 

RECOMMENDATION

The Planning Commission voted 7-0-0 to recommend that the City Council approve the Major Amendment to the Airport Master Plan for the Norman Y. Mineta San Jose International Airport to redesignate a vacant west side parcel from Air Carrier to General Aviation use.

 

 

BACKGROUND

On March 26, 2003, the Planning Commission held a study session to review the history of planning and development of the Norman Y. Mineta San Jose International Airport and the elements of the current Airport Master Plan, adopted by the Council in June 1997.  The San Jose Municipal Code (Chapter 25.02, Part 3) sets forth criteria and procedures for formally amending the adopted Master Plan, and requires that proposed major amendments to the Airport Master Plan be referred for review by the Airport Commission and the Planning Commission prior to Council action.

The Planning Commission considered the subject Major Amendment at its April 9, 2003 public hearing.  Cary Greene of the Airport Department gave a brief presentation, and responded to questions by the Planning Commission.  Commissioner Zito requested clarification that the proposal to relocate employee parking on the Airport site would not reduce existing parking levels.   Staff responded that the planned parking had not yet been constructed and was a change in the planned future location only.  The Commission expressed appreciation for information provided at the March 26th study session which had provided excellent context for the review of the proposed Major Amendment.  Dan Ryan, a representative of the San Jose Jet Center, was also present and indicated he was available to answer questions.  No members of the general public spoke in favor or in opposition to the proposed Major Amendment.  The Planning Commission then voted unanimously to recommend approval to the City Council.

 

 

PUBLIC OUTREACH

Under the provisions of the San Jose Municipal Code, the proposed Major Amendment to the Airport Master Plan was referred to both the Airport and Planning Commissions for review and advisory action.  The item was posted with the Planning Commission agenda and on the Planning Department web site, as was the Planning Commission study session on the Airport on March 26, 2003.  A public notice for the Council public hearing on this item was published in both the San Jose Post Record and the Mercury News.

 

 

COORDINATION

 

The Planning Commission review of the proposed Major Amendment to the Airport Master Plan has been coordinated with Airport Department, and the City Attorney’s Office.
