SUBJECT:  SOLE SOURCE PURCHASE OF STANDARDIZED TANK COMPONENTS FOR ENVIRONMENTAL SERVICES DEPARTMENT/WPCP

 

 

RECOMMENDATION

 

Approval of award for a sole source purchase of eighty flight assemblies and related hardware for the East Primary tanks to U.S. Filter/Envirex (Pleasanton, CA), for a total cost of  $106,647.90 including tax and delivery and authorize the Director of General Services to execute the purchase order.

 

 

BACKGROUND

 

The Water Pollution Control Plant (WPCP) has Primary tanks and Dissolved Air Flotation (DAF) tanks that require immediate and periodic overhauls to replace old carbon steel components with new stainless steel or fiberglass components. As a result of this requirement, the WPCP is requesting the purchase of 80 flight assemblies for the East Primary tanks. The WPCP has standardized on U.S. Filter/ Envirex tank components for the Primary and DAF tanks since 1989.

 

 

ANALYSIS

 

The WPCP revisited the standardization on U.S. Filter/Envirex tank components in 1996 and in 2001. The Plant has determined that it is still appropriate and in the best interest of the City to continue with this standardization. The General Services Department/ Purchasing Division has confirmed that the components can only be purchased from the manufacturer, U.S. Filter/Envirex.

 

 

 

This is a sole source purchase pursuant to Subsection 4.12.020 of the Municipal Code “The purchase of any supplies, materials or equipment which can be obtained from only one vendor or manufacturer.”

 

Staff recommends an award of purchase to U.S. Filter/Envirex for a total cost of $106,647.90 including tax and delivery.

 

This recommendation is scheduled to be presented to the Treatment Plant Advisory Committee (TPAC) on May 8, 2003.

COST IMPLICATIONS

 

This purchase is consistent with the Council approved Budget Strategy General Principles #2, “We must focus on protecting our vital core city services.”
