SUBJECT:     APPROVAL OF THE EXTENSION OF FUNDING TERM FOR THE SAN JOSE SCHOOL HEALTH CENTER EXPANSION AND THE SAN JOSE FACILITY EXPANSION PROJECTS

RECOMMENDATION

 

1.      Approval of the extension of the funding term for six months (second extension), from June 30, 2003 to December 31, 2003, for the San Jose School Health Center Expansion (EH003) – The Health Trust.

 

2.      Approval of the extension of the funding term for one year (second extension), from December 31, 2002 to December 31, 2003, for the San Jose Facility Expansion (SH003) – Easter Seals Bay Area.

 

 

BACKGROUND

 

The Healthy Neighborhoods Venture Fund (HNVF) Program allows funded agencies to complete physical improvement projects within eighteen months.  When projects experience slight delays due to unforeseen and/or unavoidable circumstances, an extension of funding term is requested to complete the project.  Two projects, the San Jose School Health Center Expansion (EH003) and the San José Facility Expansion (SH003) projects that have been previously delayed are now on track.

 

 

ANALYSIS

 

In December 2000, the City Council awarded $388,950 in Healthy Neighborhoods Venture Fund (HNVF) funds to the Health Trust to install a modular building at Overfelt High School to be used as a primary care community clinic.  The Health Trust has negotiated with the East Side Union High School District regarding the location of the modular on the school grounds.  The plans and specifications were completed and approved in February 2002.  The project has grown into a larger collaborative effort involving a Smart Start Center, Family Health Center, Training and Counseling Center, and a dental mobile unit, all located at the same site.  As a result, additional sources of funding needed to be obtained for the larger project.  Additional funds were secured and the East Side Union High School District has agreed to cover project costs not covered by other sources of funding.  Although the project was delayed due to changes in scope, it is now on track and is substantially completed.  A second extension to December 31, 2003, is recommended to allow the agency to receive final payments.

 

In December 2000, the City Council awarded $134,510 to Easter Seals Bay Area to build a parking lot and associated landscaping.  Since the time the project was funded, the County of Santa Clara has committed to covering the costs of construction not covered by the HNVF grant and to act as the project manager in building the parking lot.  The project site is owned by the County.  The construction completion date was delayed because of this new arrangement with the County and because there were inadequate funds to complete the project.  The bid opening is scheduled for the spring of 2003.  The project’s funding term was previously extended for six months to December 2002 by the HNVF Advisory Committee.  The HNVF Advisory Committee only has the authority to extend a project’s funding term for six months, therefore the Committee recommends that the City Council approve a second extension to December 31, 2003, to allow the project to be completed.

Information contained in this report was coordinated with The Health Trust and Easter Seals Bay Area.  It was also considered and approved for recommendation to the City Council by the HNVF Advisory Committee at its March 26, 2003 meeting.
