RECOMMENDATION

 

Report on bids and award of contract for the Trimble-Morrill Sanitary Sewer Rehabilitation Phase II Project to the low bidder, Gelco Services, Inc. in the amount of $845,760, and approval of a contingency in the amount of $85,000.

 

 

BACKGROUND

 

The Trimble-Morrill Sanitary Sewer Rehabilitation Project will restore capacity to an existing 24-inch reinforced concrete pipe and twin 18-inch reinforced concrete pipe (RCP) siphon on Montague Expressway and Trade Zone Boulevard.  The project was developed in response to video tapes indicating moderate to severe corrosion of the reinforced concrete sewer.  This resulted from long-term exposure to hydrogen sulfide gas that developed in the upstream reaches of the sewer.

 

Rehabilitation is proposed on Montague Expressway and Trade Zone Boulevard from O’Toole Avenue to Ringwood Avenue (see attached map).  The total length of the project is approximately 5,400 linear feet.  Construction is scheduled to begin in September with completion in February 2004.

 

The project will utilize a cured-in-place (CIPP) rehabilitation lining process.  This method was selected because it minimizes inconvenience to the surrounding area during construction and will eliminate the need for extensive excavation.  CIPP requires pumping of sewer flows around the segments to be lined.  Project specifications include provisions to mitigate the noise and odor that may be created by the pumping. 

 

Provisions have been included in the contract that will restrict working hours to minimize the construction impact on traffic and inconvenience to residents and businesses. Provisions have also been included that direct the contractor to coordinate construction activities with the County of Santa Clara due to their jurisdiction of Montague Expressway.

The low bid submitted by Gelco Services, Inc. is 10 percent under the Engineer’s Estimate.  Staff considers this reasonable for the work involved.

 

Council Policy provides for a standard contingency of ten percent on public works projects involving  underground utilities.  The standard contingency is appropriate for this project.

 

 

PUBLIC OUTREACH

 

Staff has coordinated with the County of Santa Clara, State of California, Union Pacific Railroad, the Santa Clara Valley Water District and City of Milpitas in order to assist the contractor in obtaining all permits required to pursue the work. 

 

This project was listed on the City’s Internet Bid Line and advertised in the San José Mercury News and San José Post Record.  Bid packages for all Department of Public Works construction projects are provided to various contractor organizations and builder’s exchanges.

 

 

COORDINATION

 

This agreement and memo have been coordinated with the Departments of Finance and Planning, Building and Code Enforcement, the City Attorney’s Office and the City Manager’s Budget Office.

3.      SOURCE OF FUNDING:  545 – Sewer Service & Use Charge Capital Improvement Fund

 

4.               OPERATING COSTS:  This project is consistent with the Council-approved Budget Strategy Economic Recovery section in that it will spur construction spending in our local economy.  The proposed operating and maintenance costs of this project have been reviewed, and it has been determined that the project will reduce maintenance and have a positive impact on the General Fund operating budget.
