SUBJECT: APPROVAL OF AN APPROPRIATION ORDINANCE
AMENDMENT IN THE COUNCIL DISTRICT 4 CONSTRUCTION AND CONVEYANCE TAX FUND FOR
THE ALVISO POOL EMERGENCY REPAIRS PROJECT
Appropriation action is needed in order to ensure that emergency repairs are made prior to the start of the 2003 summer swim season.
1. Adoption of the following Appropriation Ordinance amendments in the Council
District 4 Construction and Conveyance Tax Fund:
a. Establish the Alviso Pool Emergency Repairs project for $90,000
b. Decrease the Ending Fund Balance by $90,000
BACKGROUND
These programs offer swim lessons for all ages, ranging from basic introductory to advanced specialty classes, drop-in recreational swimming and pool rentals for private and public groups at affordable prices.
There are five City-owned pools and eight pools rented from San José Unified School District, Campbell Union High School District, and Fremont Union High School District. In addition, East Side Union High School District (ESUHSD) operates eight pools through a subsidy from the City.
Before, during, and after each summer season, staff from Parks, Recreation and Neighborhood Services (PRNS) meets regularly with the General Services Pools & Fountains Unit to review and evaluate the condition and operation of the City’s swimming pools. Pump and filtration systems are examined and other minor repairs that may be necessary to ensure a safe environment are identified such as fence repairs and installation of new hardware for restroom doors.
After the 2002 summer swim season, staff from General Services conducted a full evaluation of all pump and filtration systems, noted facility improvements to be made and presented their findings to PRNS staff. The condition of the pump and filtration system and the backflow valve at Alviso Pool were found to be in the worst condition of all of the City’s pools and it was determined by General Services Pools & Fountains Unit that the systems needed replacement instead of repair.
The purpose of this memorandum is to request authorization to proceed immediately with the repairs at the Alviso site in order to ensure the pool is operational for the 2003 summer season.
ANALYSIS
In the Annual Summer Aquatics Report, approved by Council on March 25, 2003, it was recommended that one City-owned pool be closed each year to allow for repairs and general maintenance. The closure of City-owned pools would occur on a rotational basis in order to minimize the impact on a particular community. It was intended that the first closure would occur in the summer of 2003 with repairs to the Alviso Pool.
In analyzing the service impacts associated with this approach, it has become clear that an alternative approach for repair of the Alviso pool is required. The next closest pool is located at Ryland Park, a distance of approximately 7 miles. To avoid this negative service impact to the Alviso community , authorization is requested to allocate funds from Council District 4’s Construction and Conveyance Tax Fund to cover the repair costs and ensure that the pool is operational by June 30 when the 2003 summer season is scheduled to begin.
The current estimate from General Services for $100,000 includes pump and filtration system replacement, return line repair, backflow valve replacement, upgrades to the electrical system, replacement of the pool boiler, upgrade of the sewer drain line, the addition of a pool drain line to meet new codes, installation of a CO2 pH balancing system, repair and replacement of the roof, replacement of the lifeguard stand, repair and replacement of light fixtures for added security and replacing the water heater for the showers.
COST IMPLICATIONS
If the emergency repairs noted are not made, the Alviso pool will be
closed during the summer months resulting in a negative service impact to the
Alviso community and lost revenue from swim classes and pool rentals. The $90,000 appropriation recommended will
be supplemented with the annual Pool Repairs appropriation of $10,000 in
Council District 4 to achieve the required $100,000. The District 4 Council Office agrees with this funding approach.
Forty thousand copies of the program flyers for the 2003 program in English and Spanish have already been distributed throughout local public school districts, private schools, community centers, and libraries, and mailed to the City Wide Aquatics client database. The City Wide Aquatics Program served at least 800 unduplicated participants in the Alviso area last summer.
