Subject: AGREEMENT WITH BROWN AND
CALDWELL, CIVIC CENTER RECYCLED WATER PIPELINE, SOUTH BAY WATER RECYCLING
PROGRAM
Approval of an
agreement with Brown and Caldwell to provide professional engineering and
environmental consulting services for the design of a pipeline to serve
recycled water to the new Civic Center and the Joint Public Library. Services will include pipeline design and
construction management support from June 2, 2003
through September 3, 2004 for a total cost not to exceed amount of $267,000
including $20,000 for additional services.
Since October 1997, the South Bay Water Recycling (SBWR) system has delivered high-quality recycled water to parks, schools and businesses in the tributary area of the San Jose/Santa Clara Water Pollution Control Plant, reducing the amount of treated effluent discharged into San Francisco Bay and augmenting potable water supplies. The proposed agreement will provide engineering services to support the construction of approximately 3,600 linear feet (LF) of pipe to extend the SBWR system to serve two new public buildings: the new Civic Center located on 6th Street between San Fernando and Santa Clara Streets, and the Joint Public Library at the corner of San Fernando and 4th Street. Both buildings are designed to use recycled water for landscape irrigation, dual plumbing, and cooling needs, and together are projected to use from
.3 to 1 million gallons
of recycled water per day.
ANALYSIS
A 42-inch recycled water pipeline runs south on 12th Street from Hedding Street to Keyes Road, and includes a 12-inch tap at the intersection of 12th and San Fernando Streets to allow connection to adjacent facilities. Serving both the Civic Center and Joint Library will require the construction of approximately 2,800 LF of 12-inch diameter pipe on San Fernando between 12th and 4th Streets and approximately 800 LF of 8-inch diameter pipe on 6th Street from San Fernando to Santa Clara Street. Both pipelines will be designed for construction within the public right-of-way and sized to serve future demands, including cooling and dual use.
Consultant Selection
The selection of Brown and Caldwell for professional engineering and environmental consulting services was performed through a formal competitive Request For Qualification (RFQ) process. Responses from the consultant community were evaluated by a screening committee, which consisted of representatives from the City of San Jose Environmental Services Department and Public Works Department, the City of Santa Clara, the City of Milpitas, and the West Valley Sanitation District. Following the screening, all consultant firms were interviewed by the committee and ranked according to their respective expertise and experience. From this consultant list, firms were ranked and agreements negotiated by staff for recommendation to City Council.
COORDINATION
This
memo has been coordinated with the offices of Public Works, City Attorney and
City Manager’s Budget Office and was scheduled to be heard at the Treatment
Plant Advisory Committee (TPAC) at its May 8, 2003 meeting.
COST IMPLICATIONS
The
proposed contract will be executed at a cost not to exceed $267,000 from funds
available in the Treatment Plant Capital Fund.
In accordance with the Mayor’s prescribed budget strategy, this
expenditure will protect vital services by providing water for irrigation and
internal use to the New Civic Center and the Joint Public Library. Furthermore, use of recycled water will
result in savings of approximately $50,000 per year in water costs.
