RECOMMENDATION

 

Report on bids and take appropriate action based on the evaluation of bids for the Tully Branch Library Project. 

 

 

BACKGROUND

 

The new Tully Branch Library is the third library to be constructed using City Library Bond Funds and is based on the Branch Facility Master Plan approved by Council in September 2000.  The site is located on Tully Road at Kenoga Drive.

 

The 24,000 square foot library contains various reading areas, a technology center, a new Internet café area and a community room. In addition to the base bid, there are two Add Alternates.

 

Add Alternate No. 1:    The addition of low voltage electrical work, including voice and data, audio/visual, alarms, and other related work.

Add Alternate No. 2:    Switch to an alternate air-cooled chiller unit for competitive pricing.

 

Construction is scheduled to begin in June with completion in October 2004.

 

 

ANALYSIS

 

A supplemental memo will be provided after bids are opened on May 8, 2003.

 

In accordance with the Green Building Policy, this project was designed and will be built to meet or exceed the equivalent of a “Certified “ rating using the LEED rating system.

 

 

PUBLIC OUTREACH

 

Community participation in the master planning effort through various community participation meetings for this branch was solicited through flyers at various branches and mailers to the nearby residents as stated in the Planning Outreach guidelines.  

 

To solicit contractors, this project was listed on the City’s Internet Bid Line and advertised in the San José Mercury News, and San José Post Record.  Bid packages for all Department of Public Works construction projects are provided to various contractor organizations and builder’s exchanges.

 

 

COORDINATION

 

This project and memo have been coordinated with the Departments of Library, Planning, Building and Code Enforcement, Finance, and Transportation, the City Manager’s Budget Office and City Attorney’s Office.

FISCAL IMPACT:  This project is consistent with the Council-approved Budget Strategy Economic Recovery section in that it will spur construction spending in our local economy.  The impact to the operating budget from the opening of this facility will initially be offset by savings resulting from the closing of the Evergreen Branch for reconstruction.
