Report on bids and award of contract for the Plata Arroyo
Park Play Area Renovation Project to the low bidder, Beacon Construction, Inc.,
to include the base bid and Add Alternate Nos. 1, 2, 3 & 4 in the amount of
$173,013, and approval of a contingency in the amount of $9,000.
BACKGROUND
Plata Arroyo Park is an existing neighborhood park located
on King Road south of McKee Road (map attached). The existing park amenities include a play area, basketball
courts, picnic areas and an open turf field.
The City Parks Bond Measure that was approved by voters in
November 2000 provides funding for the renovation of park play areas in
neighborhood parks. Plata Arroyo Park
improvements are funded by the City Parks Bond Measure and includes new play
equipment and resilient surfacing material.
Construction is scheduled to begin in June with completion
in November.

bid scope of work, there are four Add Alternate bid items as follows:

The low bid submitted by
Beacon Construction, Inc. is 11 percent
below the Engineer's Estimate. Staff
considers this reasonable for the work involved in this project.
Council Policy provides
for a standard contingency of five percent on public works park projects. The standard contingency is appropriate for
this project.
One community meeting was held on October 9, 2002
for Plata Arroyo Park to gather input for the design of this project.
To solicit contractors, this project was
listed on the City’s Internet Bid Line and advertised in the San José Mercury News and San José Post Record. Bid packages for all Department of Public
Works construction projects are provided to various contractor organizations
and builder’s exchanges.
This project and memo have been coordinated with the
Departments of Planning, Building and Code Enforcement, Finance, General
Services and Parks, Recreation and Neighborhood Services, the City Attorney’s
Office and the City Manager’s Budget Office.

FISCAL IMPACT: This
project is consistent with the Council-approved Budget Strategy Economic
Recovery section in that it will spur construction spending in our local
economy. It provides for the renovation
of the existing play area and, therefore, will have a negligible impact on the
operating budget.
