PROPOSAL:  CILKER PARK

 

RECOMMENDATION

 

That the City Council consider the recommendation of the Parks and Recreation Commission to name a park located  at Winfield Boulevard and Chynoweth Avenue,  in Council District 10, “Cilker Park.”

 

BACKGROUND

 

Pursuant to Council Policy 7-5 the City Clerk receives nominations for naming of public facilities which are forwarded to the appropriate Commission(s) for review and recommendation.  The process calls for the Commission(s) to hold a public hearing on  nominations prior to forwarding a recommendation to the City Council.

 

ANALYSIS

 

In January, 2003 Nominations to name a park at Winfield and Chynoweth were received from Council Member Dando’s office. In her transmittal memorandum Council Member Dando stated some 35 people present at the Winfield Park Master Plan community meeting in October, 2002 voted to recommend the park be named Oakridge Park to reflect the historical nature of the area.  In addition, a Nomination had been received from the VEP Community Association proposing to name the park after William H. Cilker, a pioneer family of ranchers, orchardists, and philanthropists.  The Nominations were forwarded to the Parks and Recreation Commission for a review and recommendation.

 

In a letter to the City Clerk dated April 28, 2003, Ms. Patricia Eaton, Chair of the Commission, forwarded on behalf of the Commission its recommendation to name the park “Cilker Park” and that a plaque be placed in the park stating the historical significance of the name.  Chair Eaton also requested the matter be scheduled for the May 27, 2003 Council Meeting.

 

 

PUBLIC OUTREACH

 

The Parks and Recreation Commission held a Public Hearing on April 2, 2003.
