The Department of Public Works is recommending awarding the contract for construction of the Tully Branch Library project to the lowest responsive bidder, Ralph Larsen and Sons, Inc. The Department is recommending rejecting the apparent low bid of John Plane Construction, Inc. as nonresponsive because of arithmetic errors contained on the face of the bid.
On Monday, May 19, 2003, the Department received a faxed letter from the attorneys representing John Plane Construction, Inc. protesting the Department’s recommendation. A copy of the letter is attached to this memorandum.
On Thursday, May 22, 2003, this Office faxed a letter responding to the attorneys representing John Plane Construction explaining why the protest was without legal basis. A copy of this Office’s letter is attached to this memorandum.
