The Planning Commission voted 7-0-0 to recommend that the City Council approve the proposed rezoning.
BACKGROUND
On April 23, 2003, the Planning Commission held a public hearing to consider a Planned Development from R-1-8 Residential and R-M Residential Zoning Districts to A(PD) Planned Development Zoning District to allow up to 65 single-family attached residential units on 0.94 gross acre site.
The Director of Planning, Building and Code Enforcement recommended approval of the proposed . The proposed project was considered as a consent calendar item. There was no discussion by the Planning Commission. No one from the public spoke in favor of or in opposition to the project.
The Planning Commission then closed the public hearing and recommended approval of the proposed rezoning.
A notice of the public hearing was distributed to the owners
and tenants of all properties located within 1,000 feet of the project site. A
community meeting was held to review the project with surrounding neighborhood
residents and property owners. The
attendees spoke in support of the project.
Staff has been available to discuss the project with members of the
public.
As standard procedure in the development review process, this project was coordinated with the Department of Public Works, Fire Department, Police Department, Environmental Services Department and the City Attorney.
CEQA
A Mitigated Negative Declaration was issued for the project on February 26, 2003. The primary environmental issues that were addressed include 1) noise and 2) historic impact. The noise report prepared for the project concluded that the proposed project, with standard mitigation included, would not be subjected to significant noise impacts from traffic along Madden Avenue and Jackson Avenue.
A historic report was prepared for the six single-family residences proposed for demolition. The report concluded that the structures are not historically significant.
