Report on bids and award of contract for the Paul Moore Park New Restroom Building Project to the low bidder, Beacon Construction, Inc., in the amount of $171,000, and approval of a contingency in the amount of $18,000.
BACKGROUND
Paul Moore Park is an eight-acre neighborhood park located at the intersection of Hillsdale Avenue and Cherry Avenue in south San José. The park is situated in a residential area and consists of play areas, picnic areas, baseball fields and basketball and tennis courts.
The scope of this project is to design and build a new restroom building to comply with current codes.
Construction is scheduled to begin in July 2003 with
completion in November 2003.
Bids were opened on April 24, 2003 with the following results:

The low bid,
submitted by Beacon Construction, Inc. in the amount of $171,000 is
19 percent below the Engineer's Estimate.
Staff considers this reasonable for the work involved in this project.
Council Policy provides for a standard contingency of ten percent on public works new building projects. The standard contingency is appropriate for this project.
To solicit contractors, this project was
listed on the City’s Internet Bid Line and advertised in the San José Mercury News and San José Post Record. Bid packages for all Department of Public
Works construction projects are routinely provided to various
contractor organizations and builder’s exchanges.
This project and memo have been coordinated with the Departments of Planning, Building and Code Enforcement, Finance, General Services and Parks, Recreation and Neighborhood Services, the City Attorney’s Office and the City Manager’s Budget Office.

FISCAL IMPACT: This
project is consistent with the Mayor’s ProposedCouncil-approved Budget
Strategy’s
Economic Recovery section in that it will spur construction spending in our
local economy. It provides for the
construction of a new restroom, and, therefore, will have a negligible impact
on the operating budget.
