Approval
of a first amendment to extend the grant agreement with Community Foundation
Silicon Valley (CFSV) on behalf of the University Neighborhoods Coalition for
implementation of the University Neighborhood Revitalization Plan in an amount
not to exceed $360,210 from December 1, 1999 to June 30, 2002.
BACKGROUND
On September 24, 1998, the City
Council approved the Neighborhood Revitalization Strategy (NRS) Plan for the
University neighborhoods. The Plan
detailed efforts to be made for the long-term revitalization of the area. It also outlined the use of $700,000 in
discretionary funds allocated by the City for neighborhood improvements
identified by the community. The
University Neighborhoods Coalition will administer part of these funds through
its fiscal agent, Community Foundation Silicon Valley (CFSV). On March 28, 2000, Council approved the
grant agreement with CFSV to implement the revitalization plan in the
University Neighborhood in an amount not to exceed $360,210. The termination date for the current
agreement is May 31, 2001.
ANALYSIS
This amendment extends the term of
the agreement, allowing CFSV to continue implementing the NRS. Currently, the
University Neighborhoods Coalition is processing neighborhood applications for
its neighborhood block grants program, which is earmarked for community
improvement projects. The Coalition is
working closely with CFSV to finalize the review process and distribute the
funds to the selected property owners.
The community block grants are expected to be fully dispersed by
December 2001.
PUBLIC OUTREACH
The University Neighborhoods
Coalition meets monthly to work on neighborhood revitalization. In addition, several sub-committees meet on
an as needed basis. The contract with
CFSV was developed by the University Neighborhoods Coalition Block Grant
Committee and approved by the entire Coalition. The decision to use CFSV as the fiscal agent was made after
interviewing representatives from CFSV and Resources for Families and
Communities.
COORDINATION
This memorandum was coordinated
with the City Attorney’s Office.
COST IMPLICATIONS
All funds were paid to CFSV in the
1999-2000 operating year. No additional
funding action is needed. The amendment
extends the term of the present agreement.
