SUBJECT:     CONTINUATION OF THE AMENDED MASTER AGREEMENT FOR LANDSCAPE ARCHITECTURAL CONSULTANT SERVICES WITH THE BEALS GROUP, INC. FOR VARIOUS PARK AND RECREATIONAL PROJECTS.

RECOMMENDATION

 

Approval of a continuation agreement for landscape architectural consultant services with the beals group, inc. for various park and recreational projects. This is for an extension of time at no additional cost to the City from March 31, 2001 to January 31, 2002.

 

BACKGROUND

 

In March 1998, the City entered into a master agreement with the beals group, inc. for landscape architectural consultant services.  To date, six projects have been authorized under this master agreement.  These projects include Lo Bue Park Master Plan, McLaughlin Park Water Feature and Lo Bue Park Development, McLaughlin Park Phase II Development, Olinder Tot Lot Renovation and William Street Park East Master Plan (renamed Selma Olinder Park).

 

Staff proposes to extend the agreement in order to complete the master plan project for Selma Olinder Park.

 

ANALYSIS

 

The beals group, inc. is providing services for the preparation of a master plan for Selma Olinder Park for the City.  Staff proposes to extend the consultant master agreement to allow for full performance of these services, including additional services for a burrowing owl survey and report.

 

The park site is located within an area, which may be a suitable nesting habitat for burrowing owls.  This survey and associated report is a requirement from the U.S. Department of Fish and Game in response to the circulation of the Negative Declaration.  A burrowing owl survey must be conducted at the park site for this master plan project, prior to the end of the burrowing owl breeding season on July 15, 2001, to determine if there are any owls currently nesting within the park site.
