Approval of agreements with the City of Campbell (Campbell) for providing Materials Testing Services in an amount not to exceed $450,000, Construction Inspection Services in an amount not to exceed $280,000, and Surveying Services in an amount not to exceed $225,000, each of which is for a period from June 12, 2001 to December 31, 2002.
BACKGROUND
In 1994, the Public Works Department explored the possibility of marketing the services of both the Materials Testing Laboratory and the Survey Section. On February 1, 1994, City Council approved two agreements with Campbell for Materials Testing Services for $25,000 and Construction Inspection Services for $50,000. On April 5, 1994, the City Manager approved an agreement with Campbell for Surveying Services for $25,000.
These agreements were amended on August 30, 1994, to increase the amount of City contracted services to the following:
a. Materials Testing Services $225,000
b. Construction Inspection Services $280,000
c. Surveying Services $225,000
TOTAL: $730,000
On February 25, 1997, City Council approved continuation agreements for Public Works’ services per Campbell’s request from January 1, 1997 through December 31, 1998.
On December 15, 1998, City Council approved the first amendment to the continuation agreements for Public Works’ services per Campbell’s request from December 31, 1998 through December 31, 2000.
Campbell has requested that San Jose execute three new agreements, the term of each being from June 12, 2001 through December 31, 2002, with the maximum amounts for each of the contract service to be as follows:
a. Materials Testing Services $450,000
b. Construction Inspection Services $280,000
c. Surveying Services $225,000
TOTAL: $955,000
These agreements have proven beneficial to both Campbell and the City of San José and should be continued. The work will be authorized on an as-needed basis when the City project demands are low. Staff does not project any impact to existing service levels associated with the delivery of the City’s Capital Improvement Program.
To ensure that the support services to the City’s Capital Improvement Program are not impacted, City staff will utilize the Laboratory Management System (LMS), the Capital Project Monitoring System, and will frequently consult with City clients and Campbell.

These agreements have been coordinated with the Offices of the City Attorney, Budget, Risk Manager, and the Finance Department.
The recommended action will allow the City to generate an additional $955,000 in revenue from Materials Testing Services, Construction Inspection Services and Surveying Services. The revenue will be used to reduce Capital Improvement Program costs for the overall management and operations of these services without impacting existing service levels.
