RECOMMENDATION
Report on
bids and award of contract for the Basking Ridge Park Tot Lot Development
Project to the low bidder, Bellicitti & Pellicciotti, to include the base
bid and Add Alternate Nos. 1 and 2, in the amount of $140,630, and approval of
a contingency in the amount of $7,000.
BACKGROUND
Basking
Ridge Park is an existing eight acre neighborhood park located in south San
José near Silicon Valley Boulevard and Highway 101 at Chelsea Crossing (map
attached). The existing park was
constructed in 1996 and includes school age and swing play areas, picnic
tables, pathways and open turf.
This
project includes renovation of the existing swing play area, installation of a
new tot lot with perimeter pathways, benches and modification of an existing
irrigation system.
In
addition to the base bid scope of work there are two Add Alternate bid items:

Construction
is scheduled to begin in August with completion in December.

The low bid submitted by
Bellicitti & Pellicciotti is 14 percent under the Engineer’s Estimate.
Staff considers this reasonable for the work involved.
Council Policy provides for a
standard contingency of five percent on public works park projects. The standard contingency is appropriate for
this project.
PUBLIC OUTREACH
Various community and park
committee meetings were held to gather input.
Additionally, this project was listed on the City’s Internet Bid Line
and advertised in the San José Mercury
News and San José Post Record. Bid packages for all Department of Public
Works construction projects are provided to various contractor organizations
and builder’s exchanges.
COORDINATION
This project and memo have been
coordinated with the Departments of Parks, Recreation and Neighborhood
Services, General Services, Planning, Building and Code Enforcement, the City
Attorney’s Office and the City Manager’s Budget Office.

4. FISCAL IMPACT: This project is consistent with the Council-approved Budget
Strategy Economic Recovery section in that it will spur construction spending
in our local economy. The new Basking
Ridge Tot Lot is expected to be completed in December 2003. The annual operating and maintenance costs
of this project have been reviewed, and it has been determined that the project
will have no significant adverse impact on the General Fund operating budget.
