Subject:            EXTENSION OF AGREEMENT FOR PARK RESTROOM MAINTENANCE

 

 

RECOMMENDATION

 

Adoption of a resolution authorizing the Director of General Services to execute an amendment to the agreement with Master Cleaning System, Inc. for park restroom maintenance, extending the contract through December 31, 2001 at a monthly cost of $20,000, increasing the maximum compensation by $140,000 from $367,943.46 to a total agreement amount not to exceed $507,943.46.

 

BACKGROUND

 

On December 16, 1997, Item 6e(16), Council awarded a one-year agreement with four (4) one-year options to renew, for park restroom maintenance to All American Maintenance Service.  The total contract cost was $170,982.38 for 1997-98 and 1998-99.  Future renewal years were adjusted based on the Consumer Price Index (CPI).  The agreement was to maintain forty-one (41) park restroom sites on a daily basis, seven (7) days a week.

 

On February 1, 1999, All American assigned the contract to Master Cleaning System, Inc.  During the final week of August 2000 and the first week of September 2000, a decrease in service delivery was experienced.  City staff maintained the restrooms during this period.  A new management team was put in place by the contractor on September 15, 2000.  This action restored the service to previous levels.  The contract was to have expired on October 31, 2000. An extension through January 15, 2001 was approved by Council on October 18,2000.

 

ANALYSIS

 

Park restroom maintenance was included in the recent Request for Proposal for the Citywide custodial contract.  During the evaluation of those proposals, staff determined that it was not cost effective to combine the park restroom cleaning with the custodial contract.  At the time of award of the Citywide custodial contract in December 19, 2000, Council approved extending the contract with Master Cleaning through June 30, 2001.

 

Since this extension was approved, General Services Department/Parks Maintenance Division staff is in the process of reviewing the possibility of internal competition opportunities.  An extension until December 31, 2001 with the right to terminate on 30 days notice is required to continue maintenance of all the City park restrooms until a direction on this matter can be determined.
