RECOMMENDATION

 

Report on bids and award of contract for the Street Lights Mayfair 2001 Project to the low bidder, Pacific Electric Company, in the amount of $190,000, and approval of a contingency in the amount of $19,000.  NEPA:  Exempt.

 

BACKGROUND

 

This proposed project will provide street lighting improvements in the Mayfair Neighborhood.  The locations were defined and prioritized at community meetings by the Mayfair Improvement Initiative staff and residents of the Mayfair Neighborhood (map attached).  The locations where street light improvements are proposed are listed as follows:

 

1.                  Lavonne Avenue between King Road and east to end of street.

2.                  McCreery Avenue between Virginia Avenue and Lavonne Avenue.

3.                  Virginia Avenue between King Road and McCreery Avenue.

4.                  Dobern Avenue between Kammerer Avenue and south to end of street.

5.                  Berkeley Way between Dobern Avenue and east to end of street.

 

The Mayfair Improvement Initiative has requested additional community outreach for the duration of the project.  Staff will continue to attend neighborhood meetings and provide status reports to the Mayfair Improvement Initiative. 

 

There is currently insufficient space to install street lights in the sidewalk along Lavonne Avenue and King Road and still maintain Americans with Disabilities Act (ADA) access.  Typically street lights are installed at the back of walk to provide ADA access under these conditions.  At six locations, fences at the back of walk in the City Right-of-Way must be modified to install street lights.  A contingency of ten percent is requested in anticipation of changes to work required to modify these existing fences.

 

This proposed project involves installing 33 new electroliers, replacing, rewiring and relocating existing electroliers, upgrading 18 luminaires, installing conduits, conductors, aerial power cables, and pull boxes in the Mayfair Neighborhood.

The low bid submitted by Pacific Electric Company is 11 percent below the Engineer’s Estimate.  This is considered a reasonable price based upon the Engineer’s Estimate and recent bid results of similar projects.

 

PUBLIC OUTREACH

 

Public Works staff has attended community meetings hosted by the Mayfair Improvement Initiative to discuss concerns and priorities for street lighting in the Mayfair Neighborhood.  Staff has also distributed preliminary engineering notices to the residents.

 

This project will be listed on the City's Internet Bid Line and advertised in the San José Mercury News and the San José Post Record.  Bid packages for all public works construction projects are routinely provided to a standard list of various contractor organizations, builder's exchanges and disadvantaged business organizations, including United Minority Business Enterprises and the San José Minority Business Development Center.

 

COORDINATION

 

This project was coordinated with the Mayfair Improvement Initiative, Pacific Gas and Electric Company, and the Offices of Equality Assurance, Risk Manager and City Attorney.
