RECOMMENDATION
Report
on bids and award of contract for the Cahalan Park and Playa del Rey Park Play
Area Renovation Project to the low bidder, and approval of a seven percent
contingency. CEQA: Exempt.
BACKGROUND
Cahalan and Playa del Rey Parks are existing neighborhood parks in Council District 10. Cahalan Park is located at the intersection of Cahalan Avenue and Pearlwood Way, and Playa del Rey Park is located at the intersection of Sunny Oaks Drive and Stardust Lane (map attached). Both parks are identified in the City Parks Bond Measure that passed in November 2000 which provides funding for the renovation of park play areas and restrooms in neighborhood parks.
This project will renovate tot and youth play areas at both Cahalan and Playa del Rey Parks. It will also construct a new restroom at Cahalan Park. The items in the base bid scope of work include expansion of the existing play areas, replacement of the existing play equipment with new equipment and resilient surfacing material, installation of new benches, improvements to the small planters around the play areas and replacement of the existing restroom at Cahalan Park with a new modular restroom building.
In addition to the base bid scope of work there is one Add Alternate bid item for the installation of additional play equipment at Playa del Rey Park in the amount of $6,000.
The Bond measure will fund the renovation of the youth and tot lots and restroom at Cahalan Park and renovation of the youth lot at Playa del Rey Park. The expansion of the youth lot at Cahalan Park and renovation of the tot lot at Playa del Rey Park are funded by an additional $300,000 from the General Fund.
A supplemental memorandum will be forthcoming after the bid opening on June 7, 2001.
A seven percent contingency is requested for any unforeseen conditions which may arise during construction this project.
This proposed project was listed on the City’s Internet bid line and advertised in the San José Mercury News and San José Post Record. Bid packages for all Department of Public Works construction projects are routinely provided to a standard list of various contractor organizations, builder’s exchanges and disadvantaged business organizations, including United Minority Business Enterprises and the San José Minority Business Development Center.
This proposed project was coordinated with the Offices of the City Attorney, Risk Manager and Equality Assurance, and the Departments of Planning, Building and Code Enforcement, General Services, and Parks, Recreation and Neighborhood Services.
