SUBJECT:   REPORT ON BIDS – SAN JOSE/SANTA CLARA WATER POLLUTION CONTROL PLANT, FY 2000/2001 CAPITAL IMPROVEMENT PROGRAM, SETTLED SEWAGE PUMP STATION DISCHARGE PIPING AND CONCRETE VAULT REHABILITATION

 

RECOMMENDATION

 

Report on bids and approval of award of contract for the construction project entitled “San Jose/Santa Clara Water Pollution Control Plant, FY 2000/2001 Capital Improvement Program, Settled Sewage Pump Station Discharge Piping and Concrete Vault Rehabilitation” to the sole bidder, Anderson Pacific Engineering Construction Incorporated, in the amount of $574,000, and approval of a contingency in the amount of $57,000.  CEQA:  Exempt.

 

BACKGROUND

 

This project provides for the reinforcement of three corroded settled sewage pump station discharge pipe headers.  In addition, the corroded concrete in the wet well will be rehabilitated.

Award to the sole bidder, Anderson Pacific Engineering Construction Incorporated, in the amount of $574,000 is recommended.  This bid is 0.7 percent above the Engineer's Estimate.   This project includes application of a pipe wrap system and concrete repair work in a confined space.  The single bid may have resulted from the specialized nature of the work.

 

The bid documents have been evaluated and found to be in order.  Anderson Pacific has successfully completed several projects in the past for the Water Pollution Control Plant.  A contingency in the amount of $57,000 is requested for any unforeseen conditions that may arise during construction.

 

PUBLIC OUTREACH

 

This construction project was advertised in the San Jose Mercury News and San Jose Post Record.  Bid packages for all Environmental Services Department construction projects are routinely provided to a standard list of contractor organizations, builder’s exchanges, and disadvantaged business organizations, including United Minority Business Entrepreneurs.

 

COORDINATION

 

The project has been coordinated with the Office of the City Attorney, Office of Equality Assurance, and Risk Management, and was scheduled to be heard at the June 14, 2001, Treatment Plant Advisory Committee meeting.

 

COST IMPLICATIONS

 

Existing funds are available for this purpose.   No appropriation action is required.
