Subject: FOURTH AMENDMENT TO ACT PROGRAM – PHASE 6 |
Date: June
2, 2003 |
COUNCIL DISTRICT: Citywide
Approval allowing the City Manager to execute a Fourth
Amendment to the consultant agreement with Corlett, Skaer & DeVoto
Architects, Inc. for architectural and construction administration services
related to Phase 6 of the Acoustical Treatment (ACT) Program, extending the
time for completion from June 30, 2003, to December 31, 2003, with no increase
in total compensation.
On December 16, 1997, the City Council authorized execution
of an agreement with Corlett, Skaer & DeVoto Architects, Inc., to provide
consultant services related to Phase 6 of the ACT Program. On June 9, 1998, the City Council approved
the First Amendment increasing the maximum compensation for consulting services
to acoustically treat 50 additional homes.
On November 14, 2000, the City Council approved the Second Amendment
increasing the maximum compensation for consulting services to acoustically
treat 83 additional homes and extending the term of the agreement. On August 28, 2001, the City Council
approved the Third Amendment increasing the maximum compensation for consulting
services to acoustically treat 27 additional homes and extending the term of
the agreement.
Phase 6K of the ACT Program provides acoustical treatment to
approximately 100 homes that either did not apply or withdrew from the original
Category 1 program. Phase 6K is
expected to be completed in mid-summer; however, additional time is needed to
allow for construction administration, post-construction acoustical testing and
project close-out on the remaining dwellings.
No increase in total compensation payable under the agreement is
required to complete Phase 6K.
The schedule for construction and post construction
activities is being coordinated with each property owner.
Preparation of this amendment to the agreement for
consultant services has been coordinated with the Office of the City Attorney
and Planning Department. Requirements
for insurance have been coordinated with the Risk Management office. The schedule has been coordinated with the
the Federal Aviation Administration (FAA).
An increase in total compensation payable under the
agreement is not required. Phase 6 is
funded by a combination of Airport Passenger Facility Charge (PFC) revenue and
Airport Improvement Program (AIP) grants administered by the FAA. Consultant services are paid with the PFC
revenue. The total cost of the
Agreement is $6,055,349.
This contract was encumbered in FY 2001-02. No additional
funding is necessary for this Continuation Agreement.
