Report on bids and take appropriate action based on the evaluation of bids for the Alum Rock Park Entrance Project.
BACKGROUND
Landslides during the winter of 1998 caused the closure of Alum Rock Avenue, including the Alum Rock Avenue Park entrance. As a result of the closure of the Alum Rock Avenue Park entrance, the City designated Penitencia Creek Road as the new main entrance for the park.
This project was developed to improve the appearance of the new park entry and provide vehicular access control and limited visitor parking to facilitate access to the park trail network.
Construction is scheduled to begin in August with completion in December.
A supplemental memorandum will be provided after bids are opened on June 12, 2003.
The project scope includes new water and electric utility services, a reconfigured vehicular entry and traffic circle with park sign, electric gates, parking, a ranger entry station, drinking fountain, landscape planting and irrigation and other miscellaneous site improvements.
This project will also install irrigation and landscape planting for the Alum Rock Park Trail, now under construction, that connects the park entry to the trail network along Penitencia Creek. Since the water service and supply mainline to this portion of the park are being installed as part of the entry project, the planting and irrigation for the trail were incorporated into plans and specifications for the entrance.
The Project Delivery costs associated with this park entry project also include staff costs for the design and construction management for planting and irrigation associated with the Alum Rock Park Trail. Accordingly, as a percentage of the estimated construction cost, these costs are higher than usually associated with public works construction projects.
Council Policy provides for a standard contingency of five percent on public works park projects. However, on this project a contingency of ten percent is recommended due to significant trenching for water, sewer and electric utilities presenting a greater than normal potential for conflicts and for construction of the guardhouse building.
To solicit contractors, this project was listed on the City’s Internet Bid Line and advertised in the San José Mercury News and San José Post Record. Bid packages for all Department of Public Works construction projects are provided to various contractor organizations and builder’s exchanges.
This project and memo have been coordinated with the Departments of Planning, Building and Code Enforcement, Finance and Parks, Recreation and Neighborhood Services, the City Attorney’s Office and the City Manager’s Budget Office.

Conveyance Tax Fund
4. FISCAL IMPACT: This project is consistent with the Council-approved Budget Strategy Economic Recovery section in that it will spur construction spending in our local economy. The annual operating and maintenance costs of this project have been reviewed and it has been determined that the project will have no significant adverse impact on the General Fund operating budget.
