RECOMMENDATION

 

Report on bids and award of contract for the Terrell & T.J. Martin Parks Play Area Renovation Projects to the low bidder, HRB Construction, Inc., in the amount of $442,062, and approval of a contingency in the amount of $22,000.  Funding for this contract is included in the 2003-2004 Capital Budget that is scheduled to be approved by the City Council on June 17, 2003.  This action is contingent on the approval of the budget.

 

 

BACKGROUND

 

Terrell and T.J. Martin Parks are existing neighborhood parks in Council Districts 9 and 10, respectively.  Terrell Park is located at the intersection of Kenton Lane and Normington Way; and T.J. Martin Park is located at the intersection of Burchell Avenue and The Strand (maps attached).

 

The City Parks Bond Measure provides funding for the renovation of park play areas and restrooms in neighborhood parks.  The project includes the renovation of the existing tot lot play area at Terrell Park, the existing T.J. Martin Park play area comprised of a combined youth and tot lot, and miscellaneous landscape improvements for both Terrell and T.J. Martin Parks.  Community preference and the large square footage of the T.J. Martin Park play area requires additional funding to completely renovate this area.  This funding is provided in the Council District 10 Construction and Conveyance Tax Fund and is included in the 2003-2004 Proposed Capital Budget.

 

Construction is scheduled to begin in September with completion in February 2004.

The low bid submitted by HRB Construction, Inc. is four percent above the Engineer's Estimate.  Staff considers this reasonable for the work involved in this project.

 

Council Policy provides for a standard contingency of five percent on public works parks projects.  The standard contingency is appropriate for this project.

 

 

PUBLIC OUTREACH

 

One community meeting was held for each park to gather input for the design of the renovation projects.  The community meetings for T.J. Martin Park and Terrell Park were held on

November 6, 2002 and November 7, 2002, respectively. 

 

To solicit contractors, the projects were listed on the City’s Internet Bid Line and advertised in the San José Mercury News and the San José Post Record.  Bid packages for all Department of Public Works construction projects are provided to various contractor organizations and builder’s exchanges.

 

 

COORDINATION

 

The project and memo were coordinated with the City Attorney’s Office, the City Manager’s Budget Office and the Departments of Finance, Planning, Building and Code Enforcement, General Services and Parks, Recreation and Neighborhood Services.

4.   FISCAL IMPACT:  These projects are consistent with the Council-approved Budget Strategy Economic Recovery section in that it will spur construction spending in our local economy.  They provide for the renovation of the existing play areas and, therefore, will have a negligible impact on the operating budget.
