SUBJECT: SECOND AMENDMENT TO AGREEMENT WITH PARIKH CONSULTANTS, INC. FOR VARIOUS LIBRARY PROJECTS

RECOMMENDATION

Approval of a second amendment to the agreement with Parikh Consultants, Inc. for geotechnical services for various library projects increasing the compensation by $100,000, for a total agreement amount not to exceed $200,000.

BACKGROUND

On October 21, 2002, the City Manager approved a first amendment to the agreement with Parikh Consultants, Inc. This amendment extended the term of the agreement, modified the scope and increased the total amount of the compensation to add three additional libraries. The agreement expires on December 31, 2003.

ANALYSIS

Parikh Consultants, Inc. has completed services for the first branch library projects. This second amendment will enable Parikh Consultants, Inc. to continue to provide geotechnical engineering services including field investigations, soil sampling, laboratory testing and analysis, and preparation of geotechnical reports for additional library projects scheduled to begin in 2003. The cost for services will be funded by specific project appropriations as work on each project is initiated.

An alternative to extending this agreement for geotechnical engineering services is for the work to be performed by existing City staff. Staff considered this alternative and recommends continuing this agreement with the consultant because there are no available existing City staff resources with appropriate geotechnical engineering expertise.

COORDINATION

This agreement and memo have been coordinated with the Departments of Finance and Library, the City Attorney’s Office and the City Manager’s Budget Office.

4.	FISCAL IMPACT: Cost for the services completed under this agreement will be fully funded by the Branch Libraries Bond Project Fund 472. This project is consistent with the Council-approved Budget Strategy Economic Recovery section in that it will spur construction spending in our local economy.
