Subject: BIEBRACH PARK PLAY AREA RENOVATION AND RESTROOM REPLACEMENT REBID PROJECT

RECOMMENDATION

 

Report on bids and award of contract for the Biebrach Park Play Area Renovation and Restroom Replacement Rebid Project to the low bidder, JFC Construction, Inc., in the amount of $403,743, and approval of a contingency in the amount of $40,000.

 

 

BACKGROUND

 

Biebrach Park is an existing neighborhood park located south of Virginia Street at Delmas Avenue (map attached).  The existing park amenities include youth age and tot lot play areas, restroom building, swim center, community center, picnic areas and turf ballfields.

 

The City Parks Bond Measure that was approved by voters in November 2000 provides funding for the renovation of park play areas in neighborhood parks.  Biebrach Park improvements are funded by this Bond Measure, and includes new play equipment, resilient surfacing material, replacement and relocation of the existing restroom, additional seating and picnic areas, planting and irrigation.

 

This project was previously bid on January 9, 2003.  On February 18, 2003, Council rejected all bids and authorized the project to be rebid after modification of the construction documents.  Construction documents for the project were modified to clarify performance requirements for the restroom component of the project.

 

Construction is scheduled to begin in July with completion in December.

The low bid submitted by JFC Construction, Inc. is 22 percent below the Engineer's Estimate and is approximately $4,000 less than the low bid submitted on the original bid package in January 2003.  Staff considers the low bid to be reasonable for the work involved in this project.

 

Council Policy provides for a standard contingency of ten percent on new building projects.  The standard contingency is appropriate for this project.

 

The delivery costs for this project are proportionately higher than is typical when compared to the low cost of the low bid.  Project delivery costs includes staff and consultant services for preliminary design, community outreach, preparation of construction documents, the bidding process, and coordination with various stakeholders and City departments.

 

 

PUBLIC OUTREACH

 

One community meeting was held on July 9, 2002 for Biebrach Park to gather input for the design of this project.

 

To solicit contractors, this project was listed on the City’s Internet Bid Line and advertised in the San José Mercury News and San José Post Record.  Bid packages for all Department of Public Works construction projects are provided to various contractor organizations and builder’s exchanges.

 

 

COORDINATION

 

This project and memo have been coordinated with the Departments of Planning, Building and Code Enforcement, Finance, General Services and Parks, Recreation and Neighborhood Services, the City Attorney’s Office and the City Manager’s Budget Office.

4.      FISCAL IMPACT:  This project is consistent with the Council-approved Budget Strategy Economic Recovery section in that it will spur construction spending in our local economy.  It provides for the renovation of the existing play area and replacement of the existing restroom, therefore, will have a negligible impact on the operating budget.
