SAN JOSÉ REDEVELOPMENT AGENCY BOARD,

AND SANTA CLARA COUNTY BOARD OF SUPERVISORS

 

 

SAN JOSE, CALIFORNIA                                                      MONDAY, DECEMBER 9, 2002

 

 

The Council of the City of San José convened in Special Session at 3:40 p.m. in the County Board of Supervisors Chambers for a joint meeting with the San José City Council, San José Redevelopment Agency Board, and the Santa Clara County Board of Supervisors.

 

San José City Council/Redevelopment Agency Board Members:

            Present:      Campos, Chavez, Cortese, Diquisto, LeZotte, Reed, Williams, Yeager; Gonzales.

            Absent:       Dando, Shirakawa, Jr. (excused).

 

Santa Clara County Board of Supervisors:

            Present:      Alvarado, McHugh, Kniss, Beall; Gage.

JOINT COUNCIL/REDEVELOPMENT AGENCY/SANTA CLARA COUNTY BOARD OF SUPERVISORS

 

The San José Redevelopment Agency was convened at 3:41 to consider Item 10.1 in a Joint Session.

 

10.1       (a)      Adoption of a Resolution by the County specifying its intent regarding expenditure of delegated Redevelopment Funds for FY 2000-01 and 2001-02.

              (b)      Adoption of a Resolution by the Redevelopment Agency Board regarding its intent to issue bonded indebtedness in FY 2002-03.

 

            Documents filed: (1) Revised Agenda of the Special Meeting of the Board of Supervisors of the County of Santa Clara, sitting as the Governing Board of all Special Districts, the Fire Districts, the Financing Authority, Public Authority of Santa Clara County, Vector Control District, and Sanitation District Number 2-3. (2) City Council Agenda of the December 9, 2002 Joint Special Meeting. (3) Memorandum from Richard Doyle, City Attorney/General Counsel and Ann Ravel, County Counsel, dated December 9, 2002, recommending adoption of a resolution by the County Board of Supervisors specifying its intent regarding expenditure of delegated Redevelopment Funds for FY 2000-01 and 2002-02, and that the San José Redevelopment Agency adopt a resolution regarding its intent to issue bonded indebtedness in FY 2002-03. (4) Hard copies of overhead presentations given by City, County and Redevelopment Agency Staff.

 

            Discussion/Action: Opening remarks were made by Chair Gage and Mayor Gonzales concerning the Annual Joint Review of Capital Budgets of the City, County and Redevelopment Agency. David Baum, Director of Finance, Redevelopment Agency, presented an overview of the Agency’s capital budget and capital structure that pays for the capital budget. He reported that the Five-Year Capital Budget is based on four guiding principles: (1) to promote and implement neighborhood investment strategies; (2) improve housing stock; (3) create public facilities that are inviting to the community; and (4) initiate private development. He reviewed the allocation of the Five-Year Capital Budget among the top ten capital programs: joint library, strong neighborhoods initiative; county improvements; Fox/California Theater; Story/King implementation; Fourth Street garage; Greyhound garage; Notre Dame garage; Guadalupe River Park; and Rincon Flood Control simile.

 

            Deputy County Executive Gary Graves, using overhead slides, presented overview of Santa Clara County’s Capital Resources in three areas: General Fund Capital Projects, Parks and Roads, stated the Board of Supervisors approved a scaled back General Fund Capital Program totaling $14 million with over half being allocated to major maintenance projects in County-owned facilities, and no individual projects with a direct impact on the City; and summarized one Parks project and 19 Road Projects which directly affect the City.

 

            Council Member Campos requested a breakdown by Supervisory Districts of the projects as well as a list of all projects in Council District 5.

 

            San José Budget Director Larry Lisenbee presented the FY 2002-03 Capital Budget for the City of San José, broken down by source of funds, use of funds, and capital programs for the airport, park and community facilities, library, traffic, public safety, and other capital program budgets.

 

            Supervisor Beall noted that this meeting represents another step in coordination between the City and the County and commended both on the increases in “special needs” housing that have been accomplished through cooperation.

 

            Upon motion by Supervisor Alvarado, seconded by Supervisor Kniss, the Santa Clara County Board of Supervisors adopted resolution entitled: “Resolution of the Board of Supervisors Specifying its Intent Regarding the Expenditure of Delegated Redevelop-ment Funds for Fiscal Year 2000-01 and 2001-02 Pursuant to the Amended and Restated Redevelopment Agreement”, was adopted. Vote: 5-0-0-0.

 

            Upon motion by Council/Board Member Chavez, seconded by Council/Board Member Yeager, and unanimously carried, Redevelopment Agency Resolution No. 5372, entitled: “A Resolution of the Board of Directors of the Redevelopment Agency of the City of San José Specifying its Intent Regarding the Expenditure of Delegated Redevelopment Funds for Fiscal Year 2000-01 and 2001-02 Pursuant to the Amended and Restated Redevelopment Agreement”, was adopted. Vote: 9-0-2-0. Absent: Dando, Shirakawa, Jr.

 

 

ADJOURNMENT

 

            The Joint Special Meeting of the City Council and Redevelopment Agency Board with the Santa Clara County Board of Supervisors was adjourned at 4:12 p.m.
