City Council approval of the Floyd and Locust Streets Park
Master Plan and direction to staff to complete preparation of construction
documents.
BACKGROUND
The Floyd and Locust Streets Park Master Plan (attached) is
the proposed development of 0.40 acre of undeveloped park space to provide
neighborhood park amenities. The site
is located in a residential neighborhood in central San José and is bordered on
two sides by single-family homes. The
property, which was purchased for parkland in 2002, is located at the
intersection of Floyd and Locust Streets.
The Strong Neighborhoods Initiative process identified a
need for additional park space in the Washington area. In coordination with Council District 3,
City staff held three community meetings to discuss the concept of a
neighborhood park and to solicit input on the amenities that should be included
in this park site.
As a result of the first two meetings with the neighborhood,
the elements identified for inclusion in the master plan were a tot and youth
play lot, a gazebo with seating, a picnic area with barbeques, an open turf
area, park lighting and perimeter fencing.
The proposed master plan was approved by the Parks and Recreation
Commission on May 21, 2003.
Community meetings were held on December 5, 2002, February
24, 2003 and April 28, 2003. At the
last meeting, the master plan received strong community approval. The master plan proposal accurately incorporates
the desires of the community for their neighborhood park.
During the master plan process, the community asked staff to
investigate the possibility of adding park space through closure of Floyd
Street. At the April 28, 2003 meeting,
staff reported on the street closure in regards to process, time frames and
funding. The community asked that the
master plan move forward as presented and that the park development occurs as
soon as possible. They requested that
the potential park expansion be kept as an option as development opportunities
arise through additional funding and extended time frames.
This project and memo have been coordinated with the
Departments of Public Works, General Services, and Planning, Building and Code
Enforcement, the City Attorney’s Office and the City Manager’s Budget Office.

FISCAL IMPACTS: The
proposed operating and maintenance costs of this project have been reviewed and
it has been determined that the project will have no significant adverse impact
on the General Fund operating budget.

*On March 25, 2003, the City Council reviewed all General
Fund capital projects and placed 29 projects on hold. This project was directed to proceed through completion of the
master plan only, thus providing $86,522 in savings to the General Fund for
projected constructions costs that will now not be incurred in fiscal year
2003-2004. However, prior to the March
25th Council action, on December 18, 2001, Council approved a
consultant agreement with Callander Associates Landscape Architects, Inc. for
the development of master plans and construction documents for the Floyd and
Locust Streets Park and the Sixth and William Streets Park.
Staff believes that the intent of the March 25, 2003 Council
action was to complete the master plans and construction documents for the
Floyd and Locust Streets park project.
The funds for the consultant agreement were encumbered prior to the
Council action, thus the savings to the General Fund remains as stated in the
March 25, 2003 Council action at $86,522 for construction costs that will not
be incurred in fiscal year 2003-2004.
Staff recommends the completion of the construction documents and
maintaining the project savings as stated in the March 25, 2003 memorandum.
