  HCP Predevelopment Stage: Select group 1 consultants (biologist, attorney, and facilitator); develop scoping and planning agreement with responsible agencies; form institutional structure with stakeholders, TAC, and independent science advisory commission; develop project description and begin initial environmental inventory.              
2) CVSP Goals and Objectives: Develop goals and objectives based on opportunities and constraints; select group 2 consultants (land planner, fiscal/market analyst, economist, and environmental consultant). Include urban design competition in selection process. Task Force Meeting Nos. 6 - 10 External TAC Meeting Nos. 1 - 2 Community Workshop No. 1 Stakeholder Interviews 16 weeks           34 wks (8.5 mths)
  HCP Development and EIS stage: Select group 2 consultants (EIS/NEPA, facilitator, and additional biological specialists). Refine project description; identify project impacts; delineate HCP boundaries or plan area; perform additional studies as appropriate; identify proposed activities in plan area likely to result in "take;" quantify anticipated "take" levels; identify indirect effects, plants, and critical habitat; develop mitigation programs and standards; develop economic analysis; develop implementation funding; develop alternatives for "taking."              
3) CVSP Land Planning: Define urban structure and the public, semi-public, and private realms; develop alternative land use plans; continue compiling environmental documentation and analyzing constraints. 4) CVSP Development of Draft Specific Plan: Prepare specific plan based on selected urban structure and land use plan including land use element, transportation/circulation plan, infrastructure plan, community facilities plan, financing and phasing plan, and administration plan.
