Overview

Welcome to the City of San Jose’s Development Services website. At this site you will find information and links pertaining to land use and construction permitting requirements for all building projects within the City of San Jose. You will also find links to sites that will allow you to check the status of projects throughout the City or in your neighborhood.

Development review services are provided by different Departments within the City. The main Development Services partners include, Planning, Building, Public Works, and Fire Prevention. Information regarding the services provided in each Department are provided in the links from this page. All of the Development Services staff have been co-located into the Development Services Center which occupies the first few floors of City Hall.

2nd Annual Development Services Customer Satisfaction Survey Results

The Development Services Partners – Planning Division, Building Division, Public Works, and Fire Prevention – have completed, for the second time, a scientific customer satisfaction survey of development services customers. Overall, the finding are very positive given the regulatory nature of the Partners’ role, the complexity of development issues, and the need to balance competing interests within the community. The survey was designed to identify specific areas for improvement and quantifiably measure progress in those areas going forward. The Partners plan to conduct the survey annually and use the data for tracking performance measures, making budgetary decisions, and implementing business process improvements.

The report contains numerous graphics which are best viewed in color.

2006-07 South Bay Area Cost of Development Survey (68 pages, 438 KB .pdf)

The fourth annual South Bay Area Cost of Development Survey includes responses and comparison of data from 8 South Bay cities on 5 sample projects plus an optional sixth residential high rise project. This survey on 2006-07 fiscal year costs was published under the auspices of the Home Builders Association of Northern California and is available in a pdf file that can be accessed through this link. Second Units Update

The City Council adopted Ordinance No. 28284 to amend Title 20 of the San Jose Municipal Code (the Zoning Code) to establish requirements for secondary units (granny units) that reflect the parameters tested in the Secondary Unit Pilot Program. The City Council also adopted a resolution revising the Schedule of Parkand In-Lieu Fees charged pursuant to Chapters 14.25 and 19.38 of the San Jose Municipal Code to establish park impact fees for secondary units equal to 50 percent of the fees applicable to single room occupancy (SRO) units.
