2007-08 Budget

On May 1st, the City Manager will release his Draft Proposed Budget. To ensure that District 10 residents have a chance to weigh-in I will be hosting the 2nd Annual District 10 Budget/Neighborhood Forum. Deputy City Manager, Mark Linder will present the City Manager’s proposal. After the presentation, Strong Neighborhoods Manager Laura Lam and my Chief of Staff, Leland Wilcox, will lead a discussion and priority setting session with District 10 residents.

The City’s three-year goals:
  • Maintain our status as the safest big city in America.
  • Eliminate the structural budget deficit.
  • Reduce deferred maintenance and the infrastructure backlog and develop a strategy to improve the infrastructure.
  • Increase economic vitality.
  • Provide full funding for parks, pools, community centers and libraries, including maintenance operation and development.

Mayor Reed's draft budget message also included:
  • Investing in energy efficiency
  • Park maintenance improvements
  • Additional police officers
  • Solar Power opportunities
  • Additional Code Enforcement
  • New funding for emergency preparedness
  • Master plan for street improvements

I am happy to say that Mayor Reed included a number of proposals I have been pushing including an improved retail strategy and streamlining the permitting process.

Councilmember Pyle Recognizes SJPD Captain Jack Farmer For 30 Years Of Service

On Tuesday, January 23rd Councilmember Pyle, along with Councilmember Judy Chirco, Councilmember Madison Nguyen, Councilmember Forrest Williams & Councilmember Pete Constant, presented a commendation from the City of San Jose to San Jose Police Department Captain Jack Farmer upon his retirement. The commendation read as follows:

Commendation

 

WHEREAS:   Jack Farmer was born in St. Louis, Missouri in 1951, volunteered for military service in the navy in 1969, was inspired by a professor to take a job as a police officer, and was offered a position at the San Jose Police Department on January 28, 1977; and

 

WHEREAS:   Captain Farmer began his career as a rookie midnight patroller in the Almaden Valley 30 years ago, and he quickly moved up in the ranks and was promoted from an undercover narcotics position to sergeant and then lieutenant; Farmer then worked as San Jose’s police counterpart to the Secret Service and was invited to attend the FBI National Academy in 2001; and

 

WHEREAS:   In 2004, San Jose Police Chief Rob Davis asked Farmer to serve as the acting commander for the City’s Southern Division; Farmer was promoted to captain in 2004, serving over 350,000 residents in the southern division; In addition, Captain Farmer oversaw SJPD community services and regularly attended various neighborhood meetings in an effort to stay connected with his numerous constituents; and

 

WHEREAS:   Captain Farmer has served as an inspiration to his fellow officers and the residents of San Jose through his approachable character, down to earth nature, charismatic style of leadership and outstanding knowledge of policing methods; and

 

WHEREAS:   San Jose Police Department Southern Division Commander Captain Jack Farmer exemplifies dedication, confidence, helpfulness, and humility in light of his countless achievements since his career began 30 years ago;

 

NOW, THEREFORE, I, Chuck Reed, Mayor of San Jose, together with Councilmember Nancy Pyle, Councilmember Judy Chirco, Councilmember Forrest Williams, Councilmember Madison Nguyen and Councilmember Pete Constant, along with our colleagues on the City Council, on this 23rd day of January 2007, do hereby recognize and commend

CAPTAIN JACK FARMER

Councilmember Pyle Recognizes local veteran Herschel Higgins

On Tuesday, November 14th Councilmember Pyle presented a commendation from the City of San Jose to Almaden Valley resident Herschel Higgins.

Mr. Higgins, born in 1921, served in our nation's Armed Forces, volunteering for military service in the Army Air Corps in 1941. After several successful bombing mission in World War II, Herschel was shot down over Germany and held as a prisoner of war for eighteen months.

Wildfire Awareness Week 2006 was May 7th - 13th
If you live in District 10, there's a good chance you may live near some Wildland Urban Interface areas. Here are some facts & tips to stay safe during fire season!

Proper clearance of brush to 100 feet around one's home dramatically increases the chance of your house surviving a wildfire.
Clearance, installing and maintaining a fire resistant landscape, building with fire resistant materials, using spark arrested gas power tools before 10 a.m., and reporting suspicious activity are just some of the choices that can make a difference.
The Santa Clara County Firesafe Council has a 20-page, step-by-step guide for homeowners and residents available online. The guide, Living With Fire in Santa Clara County, is available here.
Wildfire Awareness Week is sponsored annually by the California Fire Safe Council, the California Dept. of Forestry and Fire Protection (CDF) and, locally, by the Santa Clara County FireSafe Council and fire protection agencies in Santa Clara County

UPDATE: Crossing Guards In District 10 Restored

As of Tuesday, September 26th 2006, crossing guards have been restored at the Bret Harte Dr. / Via Valiente Intersection. For more information, please refer to the

INFORMATION MEMO: CROSSING GUARD STAFFING

INFORMATION

The School Safety Unit lost two (2) Coordinators & nine (9) guards at the beginning of this fiscal year due to attrition. The Unit had difficulty hiring replacement guards. As a result, the guards from the following four intersections were moved to other locations to help compensate for the 9 vacancies: (refer to chart at left).

These four locations were selected because the students are middle school aged and presumed to be more capable of crossing without crossing guards. The purpose of this memorandum is to inform the Mayor, Councilmembers, and the City Manager's Office of our plan to restore the staff at the four locations.

ANALYSIS

Effective immediately, the School Safety sergeant and remaining two coordinators will process any existing applications. The hiring process includes two interviews, fingerprinting, a background investigation, a medical examination, and a City of San Jose hiring process. Staff estimates the complete process will take two months.

In order to support these efforts, the Police Department will temporarily assign two people to the School Safety Unit to facilitate the recruitment and hiring process.

In addition, staff will promote the existing job announcement flyer and send it to the City of San Jose senior centers for posting. Most of the crossing guard applicants are senior citizens. Staff will also provide the flyers to the Council offices so their staff may seek applicants from their constituents. The flyer will also be distributed to the public at safety fairs by Community Services Division staff.

PUBLIC OUTREACH

At the start of the school year, the School Safety staff notified the affected schools of the loss of the crossing guards. Staff also notified the affected school district superintendents and the City of San Jose Department of Transportation. When school started, the staff went to the affected locations and passed out flyers informing the students about the change in staffing and a pedestrian safety pamphlet. The School Safety staff has attempted to monitor the locations to ensure the students are adapting to the change in a safe manner. They also asked the Traffic Enforcement Unit to monitor the areas. The Department will continue to these efforts as staffing allows.

COORDINATION

We have coordinated crossing guard issues with the Department of Transportation.

Councilmember Nancy Pyle Raises Awareness About the Importance of Crossing Guards

As Fall rushes to greet us, so too does a new school year for our children in District 10. Last month I was lucky enough to have an opportunity to experience first-hand the excitement and anticipation of the 1 st day of school at Los Alamitos Elementary School where I was able to visit with the parents, teachers and students. I also donned crossing guard gear and took to the street in order to recognize the importance of the SJPD’s crossing guard program, the safety of our children, and the need to decrease the number of speeders in and around our schools.

 

Throughout the hour that I spent as a crossing guard, I came to realize just how hard these individuals work to protect our children. It is critical that they have a “360-degree Awareness” in order to ensure that everyone can cross safely while also being mindful of the many parents who are driving by to drop off their students. In a similar manner, in my role as your representative, I must have an awareness of the safety concerns across District 10.

 

Earlier this year in the midst of the City Budget Sessions, the City Council was faced with the reality of budget cuts which adversely impacted the City’s school crossing guard program. I aggressively opposed these cuts and spearheaded efforts, along with Vice Mayor Cindy Chavez, to preserve as much funding as possible for this program which is so critical to our children’s safety. However, my work in this area is far from over. The crossing guard program still needs additional funding and I am working my hardest to secure increased resources to hire more supervisors and additional crossing guards. As you read this, my office is working in conjunction with several other Council Districts to re-instate crossing guards at the locations from which they had to be removed. In the meantime, I have been in contact with the Department of Transportation and the SJPD to monitor these areas and assist in providing safe passage for our children.

District 10 Welcomes A New Staff Member

Councilmember Nancy Pyle is pleased to welcome San Jose local Stephanie Holm to her staff, joining the District 10 team as our new Community Relations/ Policy Aide. Stephanie has strong roots in District 10, having graduated from Leland High School in Almaden Valley.

After high school, Stephanie earned a bachelor’s degree in Criminology, Law and Society from UC Irvine.  In addition to academic study, Stephanie has worked in the field of politics dealing with public affairs in a political consulting firm.

Stephanie will be focusing on policy issues & committees including Public Safety; Code (including Neighborhood Cleanups); Juvenile Justice; Civil Service; and the Emergency Preparedness Council.

Former Community Relations Coordinator Daniella Polar departed from the District 10 office in early August to attend her first year of law school in Michigan.

Volunteer with other concerned citizens to pick up litter in your community at the Great American Litter Pick Up in San José. To participate in this year’s Litter Pick Up, call (408) 535-3500 to sign up for one of the meeting locations listed. On the day of the event, register at your meeting location and receive litter clean-up supplies. Following the event, join us for a Celebration Lunch at the Center for Employment Training. Lunch is free for volunteers.



Congratulations to Pardis Khosravi,
District 10's Youth Commissioner

The San Jose Youth Commission is an appointed body of eleven
youth, 14-21 years of age, modeled after the San Jose City Council. They
are recognized as the official youth advisory group to the
City Council and the Department of Parks, Recreation, &
Neighborhood Services. Youth Commissioners are involved with
policy recommendations concerning youth. They support
the development of youth who desire to serve their community
through active civic participation and constructive decision-making
by maintaining a Youth Advisory Council in each of their districts.

District 10 Youth Commissioner Appointed

 

Councilmember Pyle is pleased to announce that she has appointed Ms. Pardis Khosravi as the District 10 representative to the San Jose Youth Commission. Pardis is a wonderful young lady whose impressive skill, talent and dedication will bring an exceptional perspective to Youth Commission and represent the voice of youth throughout District 10.

Ms. Khosravi is currently a Sophomore at Pioneer High School and was appointed to the commission following a competitive interview process. Her dedication to the community is commendable, spending time volunteering at the American Cancer Society after school, assisting at Sacred Heart, as well as the YMCA and the Leukemia & Lymphoma Society. Ms. Khosravi plans to focus on issues including the expansion and development of anti-drug campaigns and hopes to use teachings from the American Lung Association’s CLASP program to educate local middle school students about the dangers of smoking.

Pardis Khosravi’s term as a Youth Commissioner will begin as of her appointment at Tuesday’s 7:00 pm evening council session and last until October 31 st, 2008.

will be held at 7:00 pm on Wednesday March 15th in the Almaden Winery Community Center (5730 Chambertin Dr.)

Working with Mayor Ron Gonzales and Councilmember Forrest Williams, along with staff from several other District Offices, Nancy plans to help distribute holiday meals to those who need them most during this time of year.

November Forum on Emergency Preparedness

On November 2, 2005, Nancy will be holding a forum to educate District 10 residents about emergency preparedness in our community. The forum's guest speaker will be Dr. Earl Stevens, San Jose Prepared Coordinator, who has been invited to discuss emergency preparedness for District 10 and the City of San Jose. Dr. Stevens has taught classes for many years through the San Jose Prepared program and will have a number of helpful preparedness materials on hand to distribute and discuss throughout the evening. Residents are encouraged to come and learn about this timely District 10 subject while enjoying dessert courtesy of Councilmember Pyle!

Halloween Announcement from D-10

Halloween is just around the corner and Councilmember Pyle wants to be sure that District 10's families are prepared for a festive and safe night of trick-or-treating fun! Working with the citywide program called Safe From the Start, District 10 will be hosting 2 sites (listed to the left) where children can go on Halloween night & pick up a free Halloween Safety Pack. Children will receive a glow necklace, a card with safety information, and a bookmark! Be sure to stop by the Almaden Winery Neighborhood Center starting October 28th, or Jeanie Mullin's house on Halloween night to grab your Safety Pack. On October 5, 2005, Nancy will be holding a forum to educate District 10 residents about the plans for Coyote Valley. The forum's guest speaker will be Laurel Prevetti, Deputy Director of Planning Services. Ms. Prevetti plans to provide an overview of the Coyote Valley Plan and discuss major features of the project . Come out and learn about this timely issue while enjoying dessert courtesy of Councilmember Pyle!


Jeffrey Fontana Dog Park Grand Opening!

On September 24, 2005, Nancy and vice-Mayor Cindy Chavez welcomed visitors to the grand opening of Almaden's brand new Jeffrey Fontana dog park! Click on this link to see pictures from the event.The Park is located at Golden Oak Way and Paseo Pueblo Dr., between McAbee and Meridian.

With the recent devastation which has ravaged New Orleans, it is critical that we reach out beyond District 10 and show our love and support for those who are in need. On August 9th , Nancy was joined by her fellow San Jose city council members and mayors, past and present, for a historic photo inside the new state-of-the-art council chambers.
New San Jose City Hall Grand Opening!

On August 9, 2005, Nancy and her fellow council-members led by Mayor Gonzales commenced the first city council meeting in the new city council chambers. To see more pictures from this historic day, click here.




On July 4th , Nancy participated in a parade with the Montevideo Homeowners Association.
