In keeping with the requirements of the California Environmental Quality Act (CEQA), this is to notify you that the Draft Environmental Impact Report (DEIR) for Airport West Stadium Component (File #s GP07-02-01 and PDC07-098) and Great Oaks Place Component (File # PDC09-004) is circulating from September 25, 2009 to November 9, 2009. THE AIRPORT WEST STADIUM AND GREAT OAKS PLACE PROJECT:

Airport West Stadium Component (File #s GP07-02-01 and PDC07-098): The Airport West Stadium component proposes to develop an open-air soccer stadium with a maximum of 18,000 seats on a 14.5-acre site located at the southwest quadrant of Coleman Avenue and Newhall Street. The 14.5-acre Airport West Stadium site is part of a larger 92.5-acre area and is included as part of the existing zoning entitlements on that 92.5-acre property.  The existing zoning on the 92.5-acre area allows for the development of up to 3.0 million square feet of office/R&D development.  In addition, an undetermined amount of hotel, retail, and commercial uses may be constructed, but in no case would total development on the area exceed the traffic performance criteria that are equivalent to the traffic that would result from 3.0 million square feet of new office/R&D development. 

The existing zoning does not allow for the development of a soccer stadium.  In order to develop a soccer stadium on the site, the property needs to be rezoned to allow for a stadium use.

The approval of the proposed Airport West Stadium component would allow for the construction of a stadium (specifically on the eastern 14.5 acres of the 92.5-acre area) in addition to the development allowed under the existing PD zoning on the 92.5-acre area.  To accommodate the development of the proposed stadium on the eastern 14.5 acres of the 92.5-acre area, the approved uses would be condensed and some previously anticipated surface parking would be replaced with structured parking.

Great Oaks Place Component (File # PDC09-004): The Great Oaks Place component consists of four main elements: (1) changing the General Plan land use designation on an approximately 76-acre site in south San José from Mixed Use with No Underlying Land use Designation to Medium High Density Residential [12-25 dwelling units per acre (du/ac)]; (2) rezoning the site from I(PD) – Planned Development to A(PD) – Planned Development to allow for the development of residential and park uses; (3) updating the Edenvale Area Development Policy (EADP) to provide for the inclusion of the proposed residential use on the site; and (4) preserving its entitled one million square feet of office/R&D in Edenvale Redevelopment Area 2.

The proposed Medium High Density Residential land use designation would allow for the development of between 914 and 1,905 residential units on the Great Oaks Place site.  The Medium High Density Residential land use designation is typified by two-story apartments and condominiums with surface parking, although structures of greater height with compensating amounts of open space would be allowed.The proposed PD zoning would allow for the development of between 1,100 and 1,500 new residential units, development of approximately five acres of public parkland, preservation of the existing fruit dehydrator building, and dedication of approximately 10 acres for public right-of-way (ROW).  The proposed PD zoning also specifies that the maximum building height would be 60 feet (not to exceed five stories).The Great Oaks Place component will require an update of the EADP to provide for the inclusion of the proposed residential uses on the site.  The Great Oaks Place component includes the retention of the existing industrial entitlements (up to one million square feet) on other properties in Edenvale Redevelopment Area 2.

Diridon Station Area:  Potential Ballpark

The Diridon Station Area will be home to many significant projects in the coming years, including the planned extension of Bay Area Rapid Transit (BART), a new High Speed Rail line, an expanded Diridon Station, a potential Major League Ballpark, as well as other development opportunities. To promote communication among the business, residential, and other key stakeholders in this process, San Jose’s City Council established the Diridon Station Area Good Neighbor Committee (GNC). The GNC, made up of 31 members who represent neighborhoods, businesses, environmental organizations, and transit agencies, will explore a range of issues related to a potential Major League Ballpark and the Diridon Station Area.                of two policy options for the Distinctive Neighborhood Program.

Background:  City staff developed four potential policy options to establish the Distinctive Neighborhood Program aimed at providing further protection and enhancement to San Jose’s unique residential neighborhoods. Notice of Community Meeting Planned Development Rezoning & Associated Permits for 1103 Lincoln Ave (City File No. PDC09-016/PD09-018)

Alex Byer and his development team along with representatives of the City of San Jose would like to invite you to a community meeting on the proposed Planned Development located at the Southeast corner of Lincoln Ave and Willow St.  The purpose of the meeting is to informt he neighborhood of the proposed debvelopment, hear your comments, and address any questions about the proposed project. In December 2008, the San José City Council directed Housing Department staff to return to the Council with a draft citywide inclusionary housing ordinance that incorporated various policy recommendations. At the stakeholder meetings listed below, the Housing Department will present the draft Citywide Inclusionary Ordinance. It is anticipated that the Department will present the final inclusionary housing ordinance as well as feedback and comments from these meetings to the City Council in late October.

County Island Annexation Program Notice of Community Mtg

The City of San Jose in conjunction with the County of Santa Clara is in the process of annexing property and surrounding unincorporated territory . This process will transfer property from the County of Santa Clara into City limits. In addition to receiving urban services from the City, residents living in annexed land will also be eligible to vote in City elections. It is anticipated that the City Council will consider the proposed annexation in November 2009.

Sign Code Update Community Meetings

The last major revision of the City's Sign Code was completed in 1992.  It's time to update the Sign Code regulations to ensure that they support current City goals for urban design and economic development   The City of San Jose will be seeking the community's input on the size and character of signage in the Downtown and the preferred signage strategies for:  Billboards, supergraphics and electronic signs.

Notice of Community Meeting to discuss establishment of an underground utility district along Lincoln Ave, between W. San Carlos and Coe Ave.

City of San Jose provided information on the proposed project and responded to questions from property owners and occupants.  The project will be along Lincoln Ave, between W. San Carlos St & Coe Ave.  Existing utility poles and overhead lines will be removed and underground utility facilities installed.  The objective is to provide a more-modern safe, and reliable utility system, while improving the appearance of the neighborhood.  Construction of the project, if approved, is estimated to begin March of 2011.

By the year 2040 San José is projected to add 471,000 residents and 172,000 jobs.

The purpose of this workshop is to build upon the past work of the Task Force and community to identify approaches to plan for San José’s growth.  Input from the workshop will be used to define up to four land use and transportation scenarios subject to extensive fiscal, service delivery, transportation and environmental analysis in the next phase of the
