Louansee Moua
Chief of Staff

Prior to joining the District 7 office, Louansee worked for Minnesota State Senator Mee Moua, and was involved in a number of political campaigns for such figures as former Minnesota Senate Majority Leader, Roger Moe and former Minnesota Governor Jesse Ventura. Louansee had a brief career in television broadcast journalism working for WTVD and WNCN in Raleigh , CNN-International in Atlanta and KTCA-17 in Saint Paul , Minnesota . Louansee earned a BA in Communications/Radio&Television Broadcast and has an MA in Business Management. When she is not out saving the world, she is fascinated by books, cooking, fishing, and new places she has never been.

Yen-Chi H. Nguyen

Yen-Chi worked for various departments in the City of San José for more than 4 years before joining Council Office - District 7 in 2005. She has experience with Employee Services, San José Public Library System, City Manager’s Office, and the Office of the Independent Police Auditor. Prior to joining the City of San José , she worked in various office and business management positions in District 7. She has an Associates Degree in Computer Information Systems and a Bachelor of Arts degree from the Academy of Art . She enjoys working with people and has been a volunteer and supporter of several organizations, including City of Hope, American Red Cross, City Team Ministries, Second Harvest Food Bank, St. Jude Children’s Research Hospital, American Cancer Society, City of Hope, etc. She looks forward to improving the District 7 community.

Noelle A. Vergara

Noelle received her Bachelor of Arts in Political Science from De La Salle University in the Philippines. Before moving to California, Noelle worked as a Legislative Aide for Senator Pia S. Cayetano of the Philippine Senate where she realized her passion for public service through policy making. She completed an internship program under the Office of the Legislative Analyst for the San Francisco Board of Supervisors. Growing up in a third world country has opened Noelle's eyes to the injustices of society and she is committed to doing her share of alleviating it. She is currently finishing her Masters in Public Administration at California State University East Bay. In her spare time, Noelle loves to read, shop, travel and spend time with her family.

Andria Jaramillo

Andria received her Bachelor of Arts degree in International Security and Conflict Resolution, with a minor in Spanish, from San Diego State University. Having an understanding of political affairs and a commitment to conflict resolution, she can assess both international and local issues from a variety of perspectives. Likewise, Andria has traveled throughout Europe, and has studied and worked in the UK. Recently, Andria interned at the Norman Y. Mineta San Jose International Airport where she assisted the public and implemented city and airport policies. In addition, Andria served as a Board Member on the Educational Opportunity Program's (EOP) Advisory Board at San Diego State University. Andria is interested in public policy and in analyzing its impact on her fellow citizens.

Steven Le

Steven received his Bachelor of Arts degree in Political Science from San Jose State University. Prior to joining District 7, Steven worked for Assemblymember Joe Coto as a Field Representative where he focused on community outreach to the Vietnamese and Asian American communities. Growing up as a Vietnamese American in San Jose, Steven has realized the importance of community outreach and strives to increase awareness of social services available to ethnic minority communities. Steven is excited to work for the City of San Jose and is looking forward to helping improve District 7.

Evonne Lai

Evonne Lai received her Bachelor of Arts Degree in Ethnic Studies from the University of California, Berkeley. She went on to obtain a Juris Doctor with a concentration in Critical Race Studies from the University of California, Los Angeles. As a former president of the National Asian Pacific American Law Student Association (NAPALSA), Evonne has spoken on various Bar Association panels about the effects of California’s Proposition 209 and Michigan’s Civil Rights Initiative on higher education. Evonne has supported an amicus brief on behalf of marriage equality for the In re Marriage cases of California. She is highly interested in issues concerning social justice, political development, civil rights, immigration and race relations. Having moved to San Jose from San Diego, Evonne is excited to join the District 7 team and hopes to make a positive impact on the community.
