District 8 Staff

 
 

Mary Anne Groen - grew up in an Air Force family flying in small planes with her pilot father at an early age. She is the proud mother of two Eagle Scout sons, a dancing daughter and has been married to her husband for over 20 years. Mary Anne plays violin in the South Valley Symphony as well as skis, hikes, camps and enjoys photography and traveling. As a freelance writer, Mary Anne was a regular contributor to Main Street Media publications and Sea Magazine.

As Chief of Staff, Mary Anne manages the day-to-day operations of the District 8 office while assisting Councilmember Herrera with policy and land use issues, media relations, social media management, economic development, and budgets.

 

Shelley Opsal - is a native of San Jose.  Prior to coming to work for the City, she was employed with a San Jose Law firm for 10 years. She enjoys Sharks Hockey, Cinequest, and spending time with friends and family. 

As Executive Administrative Assistant/Scheduler, Shelley is responsible for Councilmember Herrera’s scheduling, office administration, travel, correspondence, grants, City Council Agenda, constituent services, and special projects.

 

Aaron Quigley - is a graduate of the University of California and Saint Francis High School in Mountain View. In his spare time, he enjoys traveling with his wife and two daughters.  

As Senior Policy Advisor, Aaron advises Councilmember Herrera on all things on transportation. This encompasses the Valley Transportation Authority and related committees, the City’s Transportation & Environment Committee, and the League of California Cities Transportation Committee. Additional policy responsibilities include Sunshine reforms, housing issues, the Santa Clara Valley Water District, and non-profit funding through CDBG and HNVF.  

 

Angie Vazquez - is a native of San Jose. She attended Overfelt High School and graduated from Santa Clara University with a major in Sociology and a minor in Business. She began working with the City of San Jose as an intern with the Strong Neighborhood Initiative and then Work2Future’s Summer Youth Program. In her spare time she enjoys spending time with her loved ones, exploring new places, and outdoor activities.

As a Council Assistant, Angie is responsible for a range of policy issues and neighborhood issues.  She advocates for the SNI – West Evergreen area, faith-based organizations, and community based organizations. With a specific focus on public safety, she works with the Mayor’s Gang Prevention Task Force and policy issues with the police and fire departments. She also represents District 8 at the La Raza Roundtable.  She is also the lead staff member for the newsletter and website.
