The San Jose Fire Department/Office of Emergency Services is proud to announce that CalEMA has recommended that the Disaster Shelter Accessibility Toolkit developed by San Jose be included in a publication called Functional Needs Support Services in General Population Shelters that is being developed by FEMA.
The purpose of the publication is to provide guidance to planners throughout the country to ensure shelters are accessible and able to meet the functional needs of individuals.

In today’s security climate there is no substitute for current, comprehensive intelligence regarding the threats that we face. To meet this need the Department of Homeland Security (DHS) developed the National Terrorism Advisory System (NTAS), which is fully implemented as of April 26, 2011.
NTAS replaces the Homeland Security Advisory System (HSAS), this system used a color coded matrix to establish general threat levels for the nation based on DHS intelligence. NTAS goes one step farther by “providing timely, detailed information to the public, government agencies, first responders, airports and other transportation hubs and the private sector.” Alerts may be sent directly to stakeholders or to the general public, depending on the nature of the threat at hand. The information shared in this more threat-specific system could be the difference in fully protecting the nation’s critical infrastructure and key resources.

The Office of Emergency Services, (OES), provides services to the City organization and to the community to prepare an effective response to natural, technological, and human-caused disasters. San Jose coordinates with the Federal Emergency Management Agency (FEMA) and the State of California Governor's Office of Emergency Services. Maintenance and activation of the Emergency Operations Center (EOC) is a primary mission of OES.
In addition, OES monitors federal and state legislation that directly impacts the provision of emergency services to the community. In conjunction with the Office of Intergovernmental Relations, OES develops recommendations on legislative policy and positions for City Council adoption, monitoring legislative or regulatory actions to ensure that City concerns are addressed.
One of the most visible City-sponsored OES programs is San Jose Prepared! This community emergency respnse training (CERT) program instructs the community and City employees in disaster preparation response and recovery skills.

San Jose OES is an active participant in the Santa Clara County Emergency Managers Association (EMA) and serves as staff to the City's representative on the Santa Clara County Emergency Preparedness Council (EPC). FEMA's Emergency Management Assistance funds are allocated to Santa Clara County cities through the EPC on the advice of the EMA.
OES also provides disaster planning and recovery assistance to City departments, and state-mandated Standardized Emergency Management System (SEMS) classes are delivered to City employees, Emergency Operations Center (EOC) staff, and elected officials. OES also coordinates terrorism response related activities of various departments and delivers terrorism awareness training to City employees.
OES sponsors San Jose R.A.C.E.S. with more than 100 volunteer amateur radio operators. It is also an official data collector for the National Weather Service, and sponsors a Weather Spotters group.

Our mission is to provide education, training and support to individuals and emergency response teams so that they may effectively assist their families and the community in time of disaster and be prepared to make decisions that do the most good for the most people.

Our goal is to increase the level of emergency awareness and preparedness throughout our community and to form community-based emergency response teams who are cross-trained in basic response and survival skills. |
