PRINCIPAL ACCOUNT CLERK (1223)
CLASS PURPOSE
Under general supervision, performs accounting clerical work of considerable
difficulty in the supervision and maintenance of a segment of the City's total
financial system. Performs related work as required.
TYPICAL DUTIES AND RESULTS (Any one position may not include all the
duties listed, nor do the examples cover all the duties which may be performed.)
- Supervises and participates in receipt of and accounting for monies
received in payment for City services such as licenses, fees, taxes,
assessments, or other charges; supervises and participates in billing for
all services and charges and initiates adjustments and refunds.
- Supervises and participates in central finance control of payment review,
verification of documents and/or printouts, batch control for data
processing of financial records, contract payments, and other support
systems.
- Participates in or has responsibility for various ledgers, journals,
accounts, records, and similar accounting clerical functions; prepares
reports, summaries, and balances.
- Identifies problems and recommends solutions for assigned
responsibilities.
- Sets up and formats computer files.
- Operates a variety of office machines, including calculators, typewriters,
computer terminals, and cash registers.
- Interacts with the public, other city departments, auditors, other
governmental jurisdictions, private banks, insurance companies, and various
business entities.
- May assist in developing forms, procedures, controls, and other related
functions.
- As directed, supervises, leads, trains, assigns, or evaluates subordinate
employees and their work.
DISTINGUISHING CHARACTERISTICS
Principal Account Clerks usually supervise, but always serve as the
consolidation point for a variety of inputs. This class differs from Senior
Account Clerk in that incumbents of the latter perform duties of lesser scope
and complexity. This class differs from the next higher class of Accounting
Technician in that the latter serves as the accounting clerical focal position
for a major or citywide financial system.
QUALIFICATIONS
Minimum Knowledge, Skills, and Abilities
- Knowledge of the principles and practices of bookkeeping as pertinent to
assignments in the organization, particularly City accounting practices.
- Knowledge of general figures and accounting clerical work, general office
practices, and business methods.
- Ability to lead, train, or direct other employees.
- Ability to type at a net rate of 35 WPM.
- Ability to perform rapid, accurate accounting clerical operations.
- Ability to work independently.
- Ability to work effectively with others.
Competency Knowledge, Skills, and Abilities
- Knowledge of accounting clerical components of a particular sub-system of
the City's financial operations.
- Ability to direct the work of the assigned function in order that
deadlines and standards for accuracy and detail are fully achieved.
Education
Successful completion of high school, General Educational Development (GED)
Certificate, or California Proficiency Certificate.
Experience
Three (3) years of accounting clerical experience, including one (1) year in
the performance of complex accounting clerical functions at the level of Senior
Account Clerk with the City of San Jose.
