PROGRAM PERFORMANCE AUDITOR I (U)* (1229)
CLASS PURPOSE
Under general supervision, completes routine program performance audits of
moderate difficulty. Performs related work as required.
TYPICAL DUTIES AND RESULTS (Any one position may not include all the
duties listed, nor do the examples cover all the duties which may be performed.)
Assists with operational auditing, financial auditing, management analysis
or related research and analytical activities as assigned.
Reviews program records, activity reports, transactions and related documents; analyzes operations and determines compliance, efficiency and
effectiveness of program.
Completes program performance audits including:
- Conducting the preliminary survey, performing the more complex areas
of inquiry and analysis

Identifies the activities and audit steps necessary to document findings, develops the time budget and assist in the draft of a
written audit program
- Conduct necessary research of the more complex audit findings, using a variety of research techniques
- Document audit findings in a variety of workpapers; organize and properly label and index workpapers; clear all review reference points

Write summaries in report format of for audit findings; maintains communication with auditee and coordination with agency staff
- Develops and proof reads draft audit report for
accuracy, and correctness.
- Assists in negotiations with auditee and in resolution of exceptions
- Prepares for review and editing draft audit reports.
- Performs general general administrative staff work as assigned.
DISTINGUISHING CHARACTERISTICS
This is the entry level class in the Program Performance Auditor series.
The incumbent, under general supervision, completes routine program
performance audits of moderate difficulty. This class differs from the class
of
Program Performance Auditor II in that incumbents of the latter class plan
and complete complex program performance audits of considerable
difficulty,
and leads and directs incumbents in the Program Performance Auditor I class.
QUALIFICATIONS
Minimum
Knowledges, Skills and Abilities
- Knowledge of organization theory, public administration, systems theory,
budgeting concepts and practices.
- Knowledge of generally accepted accounting and auditing principles and
standards.
- Knowledge of report writing techniques.
- Knowledge of general research and analytical techniques.
- Ability to collect, compile, analyze and interpret data.
- Ability to understand and apply instructions, legal and contractual
requirements to audit work.
- Ability to establish effective working relationships with audit staff and
agency personnel.
Competency Knowledges, Skills and Abilities
- Knowledge of report writing; basic research and statistical methodology.
- Knowledge of government operations, staffing, budget and financial
processes.
- Ability to document, explain and defend audit findings.
- Ability to present an audit report clearly and concisely both orally and
in writing.
TRAINING AND EXPERIENCE
Any combination of training and experience equivalent to completion of
advance undergraduate coursework in accounting, business or public
administration, or related field from an accredited college or university
and
two years of professional auditing, analytical or
administrative work
with
a
least eighteen semester units of accounting, finance or economics.
An MPA or MBA may be substituted for the two years of professional experience.
There shall be no substitution for the required
units in
accounting, finance or economics.
