SENIOR PROGRAM PERFORMANCE AUDITOR (U)* (1249)

CLASS PURPOSE

   Under direction, performs supervisory, administrative , and field work of considerable difficulty in planning, coordinating and directing program audits of considerable scope and complexity. Performs related work as required.

TYPICAL END RESULTS

   An efficient program performance audit system; a competent, motivated staff of professional program performance auditors; the generation of audit reports, summaries, records and studies; assesses compliance of City programs with applicable laws, policies, procedures; promotes economical, effective and efficient programs; determines departments adherence to stated objectives, identifies problems; coordinates with external auditors in the audit of City programs.

DISTINGUISHING CHARACTERISTICS

   The Senior Program Performance Auditor is the highest level in the Program Performance Auditor series. The class differs from the next lower class, Program Performance Auditor II, in that incumbents are responsible for and supervise the work of the latter. Senior Program Performance Auditors are responsible for the determination of audit scope, providing guidance and technical assistance and ensuring the completeness, accuracy, and objectivity of audit reports.

QUALIFICATIONS

   Minimum Knowledges, Skills and Abilities

Competency, Knowledges, Skills and Abilities

   Skilled in researching City Municipal Codes, Council Ordinances, Statutes, and applicable rules and regulations. Ability to identify organize and communicate all elements of a finding; recognize and evaluate the materiality and significance of deviations from stated objectives and recommend appropriate means for obtaining compliance. Ability to gain cooperation of auditees in completing the audit and in implementing the recommendations contained in the audit report.

Training and Experience

   Any combination of training and experience equivalent to completion of graduate course work from an accredited college or university in public or business administration, accounting, finance or a related field with at least 18 semester units of accounting, finance or economics and five (5) years of increasingly responsible experience in program auditing and/or administration, including at least two (2) years of experience leading and directing professional staff. There shall be no substitution for the 18 semester units of accounting, finance or economics.
