SENIOR PROGRAM
PERFORMANCE AUDITOR (1248)
CLASS PURPOSE
TYPICAL DUTIES AND RESULTS (Any one position may not include all the duties listed, nor do the examples cover all the duties which may be performed.)
Supervises, coordinates and develops program performance audits, program evaluations, operational audits and related audits ensuring the completeness, accuracy and objectivity of audit reports.
Supervises staff in the determination of audit scope and adequacy of audit program; identifies areas of inquiry capable of being developed into findings and summaries; develops audit program, including time estimate, plan of work and steps necessary to collect data and document findings.
Supervises staff in the development of audit findings and summaries; monitors field work, reviews work papers, conducts negotiations, resolves appeals, edits preliminary drafts and coordinates the preparation of the final program performance audit report.
Performs general administrative work, provides staff support to City Auditor, acts as liaison to and maintains effective working relationships with line and operating departments, program directors and other management personnel.
Assigns, supervises, coordinates, trains, and evaluates the work of professional and clerical staff; provides technical assistance and developmental experiences and leads and directs staff in completing audits of great difficulty and complexity.
Testifies and represents the Office of the City Auditor before the City Council and standing committees.

QUALIFICATIONS
Knowledge of governmental programs and operations.
Knowledge of the principles and practices of program auditing.
Knowledge of management and organization; functions and processes; and systems and operations of government and government programs.
Knowledge of the principles of organization; methods of analysis including program evaluation, operational auditing, financial auditing; cost-benefit analysis; work measurement and work simplification analysis, and organizational development.
Knowledge of principles and practices of supervision and training.
Ability to apply various auditing standards, American Institute of Certified Public Accountants principles, General Accounting Office standards, and other procedures and standards as applied to government.
Ability to develop, organize, direct and participate in activities relating to effective methods of program auditing.
Ability to establish good working relationships with audit staff and agency personnel.
Ability to communicate effectively, both orally, and in writing.
Ability to compose clear, concise, accurate reports, using audit data gathered by self or others.
Ability to supervise other professionals in gathering and analyzing data.
