SENIOR PROCESS
AND SYSTEMS SPECIALIST (l367)
CLASS PURPOSE
Under general supervision,
performs programming and related work of considerable difficulty
in the supporting the operation of the on-line/off-line computer
systems used for control and/or study of municipal wastewater
processes. Performs related work as required.
TYPICAL DUTIES AND RESULTS
(Any one position may not include all the duties listed, nor do
the examples cover all the duties which may be performed.)
- Operates or provides lead
direction in the operation of a process control computer.
- Acquires and implements
advanced skills and knowledge of process control
applications through on-the-job training classes.
- Develops and modifies
computer programs required to provide wastewater process
real-time control and various report generation
functions.
- Evaluates and advises
management of advanced computer hardware, software and
concepts for potential application to improvement of the
computer data acquisition, real-time control and
reporting functions.
- Identifies system problems by
employing hardware and software diagnostic programs.
- Interfaces with operators and
contractors as necessary.
- Verifies nature of system
malfunctions and either rectifies them or provides
information required to effect repairs.
- Ensures the quality and
timely production of computer-generated operational
reports.
- Supervises the training of
users to implement new computer management applications.
DISTINGUISHING CHARACTERISTICS
Incumbents of this class are
involved in the most difficult and complex assignments relating
to the development, implementation, and maintenance of
computerized municipal wastewater processes or systems. This
class is distinguished from the next lower class of Process and
Systems Specialist II in that the incumbents of the latter
classes have a more narrow scope of responsibility, do not
normally initiate or develop new systems, and are supervised by
the Process and Systems Supervisor. This class differs from
Process and Systems Supervisor in that incumbents of the latter
have full supervisory function in the area of computer
programming and systems analytic work.
QUALIFICATIONS
Minimum Knowledge, Skills and
Abilities
- Knowledge of VAX, VMS
operating system for use in process control data
management.
- Knowledge of principles and
practices of computer programming. Knowledge of and
ability to use algebraic techniques.
- Ability to write computer
programs of average difficulty in at least one language.
- Knowledge of computer system
design and programming such as Assembly, "C",
FORTRAN, or other third generation computer programming
languages.
- Knowledge of all phases of
wastewater treatment.
- Knowledge of process control,
all computer systems packages, and all phases of computer
control.
- Knowledge of supervision and
training and ability to lead others.
- Ability to design and write
complex programs in all languages used currently.
- Ability to assist in
developing training programs designed for presentation to
plant personnel.
- Ability to establish and
maintain effective working relations with contractors.

- Knowledge of VAX, VMS

and practices of program development and management in a
government agency.
- Knowledge of the fundamentals
of process engineering, control principles and research
procedures.
- Knowledge of principles and
practices of data processing.
- Knowledge of computer system
design and programming such as Assembly, "C",
FORTRAN, or other equivalent third generation computer
programming languages.
- Knowledge of current
developments in the fields of data processing and digital
control.
- Knowledge of the principles
of digital computer control Knowledge of principles and
practices of supervision.
- Knowledge of documentation
and operation procedures.
- Ability to develop complex
computer programs using "C", FORTRAN and BASIC
languages.
- Ability to develop process
control engineering computer simulation models.
- Ability to prepare and
present training programs.
- Ability to plan, supervise,
and evaluate the work of subordinates.
- Ability to establish and
maintain effective working relationships with others.
- Ability to communicate
clearly, concisely and persuasively, both orally and in
writing.
Education
Successful completion of a
Bachelor's degree from an accredited college or university in
civil engineering, computer science, physical science, waste
management, or a closely related field.
Experience
Three (3) years of increasingly
responsible computer programming/networking and software/hardware
technical support experience in process control or computerized
database management, to include one (1) year technical experience
at a level equivalent to Process and Systems Specialist II with
the City of San Jose.
