DIRECTOR, AFFIRMATIVE ACTION AND CONTRACT COMPLIANCE (U) (1426)
CLASS PURPOSE
Under general direction, is responsible for directing the development, maintenance, and implementation of comprehensive Affirmative Action and Contract Compliance Programs for the City. The Director is responsible for coordinating the City's Minority Business Enterprise/Women's Business Enterprise (MBE/WBE) program to assure contractors, sub-contractors and vendors compliance with the City's Equal Opportunity requirements. Performs related work as required.
TYPICAL DUTIES AND RESULTS (The position may not include all the duties listed, nor do the examples cover all the duties which may be performed.)
Directs the activities of the Affirmative Action and Contract Compliance Divisions.
Plans, organizes, directs and evaluates the work of the office, supervises research as necessary; directs the development and ensures the coordination of a City-wide Affirmative Action Plan/Program with all City departments, advisory boards, Civil Service Commission, community based organizations and other public agencies.
Provides guidance and assistance to department Directors, and department
Affirmative Action Officers to ensure the implementation of the City's Equal
Employment Opportunity policy applicable to their areas of responsibility.
Establishes and evaluates the implementation of City policies, plans and procedures affecting the City's compliance with local, State and Federal Equal Opportunity legislation; analyzes legislation and legal decisions for applicability to City and department Affirmative Action plans, programs and procedures; initiates and recommends modifications of policies and procedures.
Directs the investigation and provides for resolution of complaints of discrimination; analyzes personnel and management patterns and practices impacting upon individual complaints of discrimination; responds to complaints of discrimination filed with State and Federal agencies.
Provides for reviews, analyses and surveys of employment trends, statistics and practices.
Selects employees; assigns, trains, evaluates and directs the work of management and non-management subordinates.
Establishes and maintains liaison with a diversity of individuals, community groups and organizations to ensure that programs are effectively accomplished.
Plans, develops and controls office budget.
Represents the City at meetings with State and Federal officials, employee groups, community groups and other agencies regarding the City's Affirmative Action and Contract Compliance programs.
Coordinates implementation of the City Contract Compliance ordinance; monitors contractor payroll records, reviews contractor affirmative action programs, conducts on-site visits and interviews and prepares related quarterly reports; prepares recommendations regarding contractor affirmative action programs.
Coordinates implementation of the portion of the Contract Compliance ordinance that relates to purchasing and businesses; monitors vendor payroll records; reviews vendor affirmative action programs for the City Council.
Establishes participation goals for contracts by reviewing specifications and determining appropriate work items.
Directs the issuance of appropriate certifications of MBE/WBE's.
Develops program techniques and criteria and provides methods of affirmative action for the achievement of Equal Employment objectives.
Submits required reports to City, County, State and Federal monitoring agencies on a timely basis.
TYPICAL END RESULTS INCLUDE: Ensuring the development and revision of City-wide Affirmative Action Plan/Program, the modification of personnel/management policies and procedures, the investigation and resolution of discrimination complaints, the research and analysis of existing patterns and practices of employment to develop and recommend procedures which contribute toward a non-discriminatory work environment. Ensures enforcement of the City Contract and Compliance ordinance. Increases numbers of contracts to minority businesses as a result of affirmative action activities; ensures that the contractors pay prevailing wages.

Knowledge of personnel practices and procedures, including recruiting, selection, testing and placement.

Ability to collect, compile, analyze and interpret statistical data; prepare and present statistical reports and surveys.

Ability to direct internal investigations, formal fact-finding and provide for reconciliation of discrimination complaints.
Ability to respond to allegations of discrimination filed with State and Federal agencies.
Ability to gather and analyze facts and prepare and present conclusions and recommendations.
Ability to establish and maintain effective relationships with department heads, governmental officials, employees and the general public.
