CENTRAL SERVICES SUPERVISOR (1516)
CLASS PURPOSE
Under direction, performs work of moderate difficulty in the supervision
of the Central Services Section of the Purchasing Division including: the stores accounting, auditing and billing functions; printing services; the
mail room; and the City recycling, record retention, surplus equipment, and
auction programs. Performs related work as required.
TYPICAL DUTIES AND RESULTS (Any one position may not include all the
duties listed, nor do the examples cover all the duties which may be performed.)
- Administers the surplus materials and equipment program.
- Supervises pick-up and storage of materials and equipment.
- Contacts departments for possible use of surplus items.
- Researches means of disposal of equipment
through bid process, City auction or other means.
- Sets up and coordinates City auctions.
- Administers the City recycling program. Establishes and supervises
collection methods, sets up routes, locates and negotiates contracts with recyclers.
- Establishes and supervises a billing system to charge back to
departments recycling costs.
- Supervises the Record Retention Center. Establishes and oversees the
procedures for transfer and retrieval of records and destruction of records.
- Supervises and coordinates the mail delivery to all City departments.
- Serves as Purchasing's computer system administrator.
- Trouble shoots hardware and software problems; assists in the writing of purchasing and
inventory control programs to assist Storekeepers in analyzing stock usage
and establishing minimum and maximum stock levels.
- Supervises the computerized warehouse inventory control system functions
which includes input of daily receiving and issuing, annual physical inventories, transfers of inventory from warehouse to warehouse, monthly
billing of departments for stock.
- Supervises the functions of Quick Copy and Printing Services.
- Coordinates with buyers to determine print jobs to be sent to outside vendors.
- Supervise the transfer of stolen property from Police property to the City
for sale at auction.
- Schedules, assigns, supervises and evaluates staff and their work.
- Participates in planning and preparing budgets for Mail Room; Quick Copy
and Printing Services; Records, Auction, Recycle and Surplus programs and Central Services.
Typical End Results Include:
Utilization of all possible equipment. Disposal of surplus equipment at
best price for the City. Effective inventory control system that ensures accurate record of inventory, issuances, receipts, expenditures and
department billings. Effective recycle program that ensures all recyclable materials are
collected and City collects best price for recycled products.
DISTINGUISHING CHARACTERISTICS
This is a single position class that reports to the City Purchasing
Manager and responsible for Central Services. If differs from the classification of Warehouse Supervisor in that the latter supervises the
receipt, storage, issuance and inventory control functions of a major warehouse.
QUALIFICATIONS
Minimum Knowledges, Skills and Abilities
- Knowledge of supervisory methods, principles and practices.
- Knowledge of computer based inventory control systems, purchasing systems
and record keeping functions.
- Knowledge of storekeeping functions including receipt, issuance, storage,
distribution and proper methods of inventory
control.
- Knowledge of governmental budgeting and accounting systems.
- Knowledge of fund and cost accounting practices and controls.
Competency Knowledges, Skills and Abilities
- Knowledge of City purchasing system.
- Knowledge of City accounting systems.
- Ability to effectively manage, direct and administer computer-based
inventory
system.
- Ability to effectively administer City-wide recycling program.
- Ability to effectively plan, organize, supervise a City-wide surplus
program.
- Ability to effectively plan, organize and supervise the City record
retention
program.
Training And Experience
Any combination of training and experience equivalent to completion of
undergraduate coursework from an accredited college or university and two (2) years of experience in the supervision of a large warehousing facility
including issuance, receipt, storage, and distribution and inventory control of a wide-variety of commodities.
License/Certificates
Possession of a valid driver's license authorizing operation of a motor
vehicle in California.
