YARDMASTER (1552)
CLASS PURPOSE
Under direction, performs work of considerable difficulty in
the supervision of a variety of warehouses and storerooms,
departmental safety program, drayage and messenger service, U.S.
mail service, record center management, and service yard
maintenance. Performs related work as required.
TYPICAL DUTIES AND RESULTS (The position may not
include all the duties listed, nor do the examples cover all the
duties which may be performed.)
- Supervises the staffing of the Water Pollution Control
Plan (WPCP) Water Recycling Station and oversees recycled
water sales.
- Prepares and files hazardous waste generator tax returns
with the State of California Franchise Tax Board for
hazardous waste shipped off the WPCP site for disposal or
recycling.
- Oversees and coordinates the Hazardous Materials
Management Plan (HMMP), which involves the storage and
location of hazardous materials at WPCP.
- Oversees and monitors hazardous waste accumulation and
storage. Monitors compliance of the Risk Management and
Prevention Program (RMPP) for the WPCP site, specifically
with chlorine and sulfur dioxide. Coordinates these
activities with the Santa Clara County Health
Department/Office of Toxics Enforcement.
- Supervises and directs the receipt, inspection, storage,
and issuance of a wide variety of materials, supplies,
and equipment for various warehouses and storerooms.
Develops and implements methods for improving storage
space utilization, including items requiring special
handling and storage.
- Supervises delivery crews.
- Supervises office staff in preparation of requisitions,
correspondence, maintenance of supporting files and
records, and in computer operations. Schedules, assigns,
trains, and evaluates staff and their work.
- Prepares budget requests.
- Supervises operation of Mail Room. Supervises operation
of records center. Directs management of surplus property
and salvage material accumulated by City departments.
- Responsible for space allocations, security, parking,
traffic control, and maintenance of the assigned area.
- Responsible for a hazardous material program.
Typical End Results Include:
- Effective warehousing operation that provides supplies
and material in a timely fashion.
- Ensures hazardous materials are properly acquired,
stored, and disposed.
- Effective inventory control practices.
- Effective inter-departmental routing and delivery service
to city departments.
- Effective management of incoming and outgoing U.S. mail
and associated services.
- A safety program which will prevent injury to employees
and reduce compensation costs.
- A system for safeguarding, storage, and scheduled
disposal of inactive public records.
DISTINGUISHING CHARACTERISTICS
The incumbent develops and implements a highly complex,
comprehensive, and effective storage, distribution, inventory,
and record keeping program. The incumbent exercises a high degree
of independence and judgment in the performance of the assigned
duties. Supervision is exercised over a relatively large
warehouse and other staff involved in all phases of warehousing,
records management, messenger, delivery, drayage, and mail
activities. This class differs from the class of Warehouse
Supervisor in that the functional responsibilities of the
Yardmaster are significantly more diverse, being responsible for
service and maintenance, safety liaison, and mail and delivery
services. In addition, there is a substantial amount of
interaction with other departments of the City and outside
agencies and must be able to communicate effectively in carrying
out the duties of the position.
QUALIFICATIONS
Minimum Knowledge, Skills and Abilities
- Knowledge of warehousing principles and practices,
including receipt, issuance, storage, distribution, and
record keeping functions.
- Knowledge of use of computers, including the input and
retrieval of information.
- Knowledge of methods of inventory control.
- Knowledge of the principles and practices of supervision.
- Knowledge of the principles and practices of hazardous
materials handling, storage, and disposal.
- Knowledge of pertinent safety practices and procedures.
Ability to supervise and motivate the work of others.
- Ability to establish and maintain effective working
relations with others. Ability to train staff on safety
practices and other warehousing functions.
Competency Knowledge, Skills and Abilities
- Knowledge of "just-in-time", and other
cost-effective inventory practices.
- Ability to plan, organize, and direct a large scale
storekeeping function involving several large warehouses
and storerooms.
- Ability to obtain OSHA, EPA, and DOT hazardous materials
and waste certification.
Education
Completion of two (2) years of college in purchasing or
material management.
Experience
Five (5) years of increasingly responsible storekeeping or
warehousing experience, with two (2) of these years in a
supervisory capacity.
Acceptable Substitutions
Experience in purchasing, hazardous materials management, or
inventory control management at a journey level may be
substituted for the two years of college in purchasing or
material management on a year for year basis.
Licenses/Certificates
- Possession of a valid California driver's license.
- Possession of Hazardous Materials Management Certificate
or an Environmental Safety and Health Management
Certificate required within one (1) year of appointment.
