CLASS PURPOSE
TYPICAL DUTIES AND RESULTS (Any one position may not include all the duties listed, nor do the examples cover all the duties which may be performed.)
Participates in analyzing the organization, administration, operations, and functions of an operating department by developing the organizational unit, identifying lines of authority and supervisory responsibility, and recommending on the number and organizational assignments for all authorized positions in the department.
Performs work flow studies; revises forms, records, filing systems, and procedures; conducts studies; and proposes resolutions to problems in budget and personnel as they relate to organizational development, operations, and methods.
Participates in preparation, review, and administration of operating departmental budgets by doing such work as assembling and analyzing data; analyzing structure, functions, practices, and program activities as they relate to financial operations of operating departments; and analyzing manpower, equipment, and other requests.
Participates in recruiting and examining of new employees, including administering tests and participating in oral interviews; participates in making position and class audits and recommending on allocation of positions; prepares and modifies class specifications; participates in determining training needs and arranging for training classes; participates in conducting safety programs and in investigating injuries and accidents.
Participates in the program development, research, implementation, and evaluation of comprehensive employment and training programs under all CETA titles and related programs.
Performs other research and analyses and prepares reports and recommendations.

QUALIFICATIONS
Knowledge of the general principles of public administration including budget finance, business statistics, management and administrative methods, personnel administration, procurement, and general staff work and reporting.
Knowledge of modern principles of organization, administration, and management.
Knowledge of report writing techniques and the principles of editing.
Knowledge of basic statistical methods.
Knowledge of basic general research techniques and their applications.
Ability to collect, compile, analyze, and interpret data.
Ability to apply principles of public administration to problems in work and develop workable solutions.
Ability to express oneself, clearly and concisely, both orally and in writing.
Ability to establish and maintain effective working relations with others.
Ability to understand, interpret, and apply instructions, rules, and regulations.
