CLASS PURPOSE
TYPICAL DUTIES AND RESULTS (Any one position may not include all the duties listed, nor do the examples cover all the duties which may be performed.)
Confers with departmental management and others on administrative problems; gathers and analyzes facts about departmental organization, staffing, and work load; evaluates and prepares recommendations on departmental requests for program changes; provides for and assists in the installation of improved systems or organization; and prepares and revises policy and procedures manuals and instructional materials.
Reviews budget requests; summarizes findings; proposes or suggests appropriate actions; as assigned, works with operating departments to facilitate budget proposal preparation and execution of adopted budget; analyzes organizational structure, functions, procedures, and practices; analyzes kinds and levels of services provided by the city government, authorized manpower, and other budgeted resources; and proposes or suggests appropriate action.
Obtains data and other information from operating departments through use of questionnaires, personal visit, and otherwise as indicated; assembles, arrays, processes, and analyzes data; prepares studies and reports as indicated; and proposes or suggests appropriate action to supervisor.
Investigates alleged injustices experienced by citizens of San Jose; attempts to resolve grievances against the city by individuals; and identifies causes and patterns of problems in citizen grievances.
May supervise and give direction to clerical support staff.
Participates with groups in analyzing and evaluating community conditions and needs; offers guidance and counsel in the establishment of goals and techniques of achievement.
Gathers, organizes, and analyzes data relating to procedural manuals and makes recommendations.
As assigned, conducts evaluative studies, prepares reports outlining funding, and makes recommendations; participates in the coordination of the City Council agenda; reviews agreements for compliance with administrative requirements, seeking corrective action where necessary; amends existing agreements; edits various written materials; responds to citizen inquiries; attends meetings as required.
Performs audits of positions for classification purposes; applies allocation factors, through position classification, factor-point evaluation, or other standard method, and makes recommendations on tentative allocation of positions; discusses recommendations with operating department representatives and others; performs job analyses to determine proper minimum qualifications; prepares new class specifications; revises existing class specifications; participates in the study of organization and methods as required.
Participates in the development and execution of various compensation and benefits studies including defining data to be obtained and the survey area and participants, survey methods, and statistical treatment of obtained data; develops levels and other charts and tables; recommends on the grading of classes; writes and presents reports of findings; supports meet-and-confer process by providing management with various data as required.
Performs studies basic to preparing and executing proper examinations for employment such as job analyses and examination planning; prepares announcements and recruitment plans; executes recruitment plans; designs and constructs written, practical oral, and other types of examinations; screens applications; participates in administering tests; handles protests and appeals relative to examinations; and performs various studies and analyses and writes various reports relative to the recruiting and examining process.
Performs a variety of professional-level work in the area of training and staff development including: surveying training and staff development needs, assisting in the development of basic plans for action, developing lesson plans, obtaining trainers, scheduling training, and personally performing training as required.
Assists higher level staff in developing procedures such as for performance assessment; reviews and makes recommendation on various related requests such as for tuition assistance; participates in the execution of various special programs such as may relate to intern and apprenticeship and special grants for employment; performs a variety of analyses and studies relating to training and staff development together with reports of findings.
Gathers, organizes, and evaluates data relating to grant programs. Coordinates City sponsored grant programs; reviews grant proposals sponsored by other agencies or jurisdictions which may directly affect San Jose; designs, in conjunction with sponsoring departments, implementation plans for grant projects; designs and maintains an individual monitoring system for each grant project.
Prepares a variety of reports; explains and defends report recommendations and conclusions to individuals and entities.
May assist in training less experienced professional and other staff in methods and procedures of work as assigned.

Knowledge of modern principles of organization, administration, and management.
Knowledge of report writing techniques and the principles of editing.

Knowledge of financial management, preferably including governmental financing.
