DEPUTY REDEVELOPMENT MANAGER (U) (1684)
CLASS PURPOSE
TYPICAL DUTIES AND RESULTS (Any one position may not include all the duties listed, nor do the examples cover all the duties which may be performed.)
Participates in and advises the Redevelopment Manager in the formulation of strategy and policy for the Redevelopment Agency's programs and projects.
Participates in and performs special projects, development negotiations and planning programs for the Redevelopment Manager and the Redevelopment Agency Board.
Liaison and adviser to division managers on administrative operations, program problems/changes and project development to insure timely and efficient overall operations.
Monitors group and departmental objectives and provides administrative guidance to insure effectiveness of assigned programs and projects.
Coordinates Agency activities with City departments and outside agencies to insure the efficient operation of the Redevelopment Agency.
Acts as liaison and spokesperson for the Redevelopment Manager in public relations matters; meets the public; receives complaints, prepares and gives talks; attends conferences and meetings.
Represents the Redevelopment Manager in a variety of intergovernmental and community activities upon specific assignment.
Acts in the Redevelopment Manager's absence to perform duties of the Redevelopment Manager.
Consults and coordinates with executives and groups in the public and private sector.
Coordinates projects and programs with City Executive staff.
Provides information and assistance to the Redevelopment Manager for presentation to the Redevelopment Agency Board/City Council and others to insure accuracy and timeliness.
Performs important and difficult public liaison work with considerable citizen involvement to maximize Redevelopment Agency services.
TYPICAL END RESULTS INCLUDE: Effective and efficient policies, programs, development projects and negotiations of the Redevelopment Agency; effective public and media relations; effective advisement to Redevelopment Manager and division managers; coordination between divisions and with outside agencies.
DISTINGUISHING CHARACTERISTICS
QUALIFICATIONS
Knowledge of all aspects of redevelopment including commercial, residential/community and industrial.
Knowledge of the principles, practices and problems of redevelopment law and redevelopment theories and activities; knowledge of federal, state and local law relating to development and redevelopment projects.
Knowledge of the general principles, practices and problems of public administration and of the basic administrative processes, i.e., municipal financing, budget preparation and control, personnel administration, planning, organization, communications and coordination.
Knowledge of the principles and practices of private and public finances and negotiations, with respect to building economics and housing development.
Ability to negotiate land purchases, disposition and development agreements for different public and private land development projects.
Ability to plan, develop and implement various administrative programs.
Ability to develop, coordinate and direct subordinate professional staff in an effective manner.
Ability to stimulate and motivate individuals and groups to achieve proposed redevelopment goals.
Ability to interact effectively with all segments of people within and outside the Agency.
Ability to communicate effectively both orally and in writing.
Ability to prepare clear, concise reports and to present them effectively both orally and in writing.
Competency Knowledges, Skills and Abilities
Knowledge of public administration as it relates to formation of redevelopment project areas and implementation of redevelopment projects.
Knowledge of the relationship between the legislative and executive functions of municipal government, especially concerning the implementation of redevelopment projects in San Jose.
Knowledge of the role of the Redevelopment Agency in San Jose and its relationship with other government agencies.
Ability to assimilate, evaluate and facilitate the necessary actions required to meet the concerns, needs and desires of staff, citizens, City administration, City Council and the Redevelopment Agency Board.
Ability to analyze complex problems, make appropriate decisions within the scope of authority and ability to recommend solutions effectively to the policy making body or Redevelopment Manager.
Ability to direct, oversee, control and manage the work of others, especially executive management personnel.
