DIRECTOR OF ECONOMIC DEVELOPMENT (U) (1999)
CLASS PURPOSE
Under administrative direction, incumbent provides overall guidance and coordination to all economic development programs affecting the City of San Jose. The incumbent performs work of unusual difficulty and complexity in overseeing the activities of the international trade and development, corporate outreach, retail policy, employment and small business, and marketing programs. Performs related work as required.
TYPICAL DUTIES AND RESULTS (Any one position may not include all the duties listed, nor do the examples cover all the duties which may be performed.)
- Directs, coordinates and administers the Office of Economic Development.
- Plans and directs a comprehensive economic development program.
- Plans, develops, coordinates, and directs comprehensive City-wide
marketing functions.
- Represents the City of San Jose on matters related to the economic health of San Jose, reviewing and commenting on City, Redevelopment Agency, and other entities' programs and policies impacting the City's economy.
- Represents the City Manager, Mayor and City Council before diverse community,
regional, business and government groups.
- Serves as principal staff to the economic Development Board, chaired by the Mayor, providing guidance and direction to the Board and its committees.
- Plans and executes meetings of business and industry representatives to
encourage the retention, expansion, and location of economic activity in San Jose.
- Makes presentations about the San Jose economy and economic opportunities to diverse public and private audiences.
- Oversees the development of marketing collateral and the implementation of marketing and corporate outreach activities for the City of San Jose and the Redevelopment Agency.
- Directs planning and implementation of small business and education/training programs, research/analysis, and information services of the economic development program.
- Directs planning and implementation of international trade and investment programs for the City of San Jose.
- Directs planning and implementation of City's retail program to attract and retain significant retail developments throughout the City.
Typical End Results:
Effective and efficient management, direction, and coordination of all economic development, marketing and public information programs for the City of San Jose according to the established police, goals, and objectives set by the Mayor and City Council, and the City Manager.
Progressive promotion of an accurate, positive, consistent and professional economic image of the City at local, national, and international levels.
Competent and proficient communication with the City Manager and Administration, Mayor and City Council, commissions and other organizations.
DISTINGUISHING CHARACTERISTICS
The incumbent directs the Office of Economic Development and has management responsibilities over the program and support staff. The incumbent of this single position classification reports to the City Manager.
QUALIFICATIONS
Minimum Knowledges, Skills and Abilities
- Knowledge of principles and practices of public policy and administration management.
- Knowledge of principles and practices of business management and private
sector decision-making.
- Knowledge of current principles, practices, and techniques of economic
development.
- Knowledge of current economic trends in international, national, state,
regional, and local economies.
- Knowledge of the principles and techniques involved in the development and implementation of a comprehensive economic development program.
- Knowledge of the theories, concepts, and practices of urban politics. Ability to work in high visibility and stressful situations.
- Ability to communicate effectively with City officials and corporate
leaders.
- Ability to interpret statistical, economic, and highly technical data
relating to City economic development matters.
- Ability to develop a sound public relations program and to persuade others to follow the principles of strategic economic development.
- Ability to direct the work of others.
Competency Knowledges, Skills and Abilities
- Knowledge of the City operating programs, policies, procedures and functions of the City Council and all City enterprise-departments.
- Ability to establish and maintain cooperative working relationships with
the City Council, top City officials and their representatives, and a variety of public and private interest groups.
- Ability to prepare and defend an annual budget for economic development programs and to manage them within the parameters of the adopted budget.
- Ability to research, study and evaluate programs, service levels and
operational problems.
Training And Experience
Any combination of training and experience equivalent to successful completion of two (2) years of graduate coursework at an accredited college or university in urban planning, public policy, public administration, business administration, or a closely-related field and a combination of education and professional experience that demonstrates proficiency at the management and policy making levels of a public organization responsible for a complex program of economic development activities.
