POLICE LIEUTENANT (2217)
CLASS PURPOSE:
Under general direction, performs supervisory, administrative and
technical police work of considerable difficulty and
responsibility.
Performs
related work as required.
TYPICAL DUTIES AND RESULTS: (Any one position may not include all the
duties listed, nor do the examples cover all the duties which may be performed.)
- Plans, assigns, reviews, supervises, and personally assists in the work of
a group of police personnel.
- Enforces rules, regulations, and general orders; advises and assists in
proper disposition of more difficult or complex cases or
situations;
schedules assignment of personnel; prepares or assists in preparation of performance
reports; investigates complaints
against officers; handles disciplinary
action when necessary; interprets new orders and directives to personnel.
- Takes direct charge of major events and emergencies; attends meetings with
departmental and outside groups; teaches
training
classes
and
delivers
lectures; prepares reports and maintains records on personnel.
- Reviews traffic or crime reports and statistics and plans for increased
efficiency in one or more phases of department's work;
supervises
special
investigations and preparation and presentation of court cases; receives and
determines disposition of citizen complaints.
DISTINGUISHING CHARACTERISTICS
Incumbents in this class directly supervise Police Sergeants on an
assigned watch, supervise the Juvenile Bureau, a group of
Detectives,
the
planning and research section or personnel and training on a
department-wide
basis.
QUALIFICATIONS
Minimum Knowledges, Skills and Abilities
- Knowledge of the principles, practices, and procedures of police science
and administration; procedures governing the San
Jose Police Department;
principles and practices of personnel management and training.
- Knowledge of pertinent Federal, state and local laws, regulations, and
ordinances; causative factors contributory to crime
and delinquency.
- Skill in obtaining information through interview,
interrogation and observation.
- Ability to make sound decisions.
- Ability to establish and maintain effective relations with the general
public, subordinates and superiors.
- Ability to plan, assign, and supervise the work of police personnel, and
develop and conduct training courses.
- Ability to do necessary research in police subjects, read and interpret
laws, rules, and regulations, remember detail of incidents, and prepare
reports and correspondence.
- Ability to analyze situations and adopt an effective course of action.
Competency Knowledges, Skills and Abilities
- Knowledge of various memoranda of agreement and Police Bill of Rights.
- Knowledge of Federal and State regulations affecting programs.
- Knowledge of Police budgetary process.
- Knowledge of City of San Jose Administration Manual and Police Manual.
- Knowledge of Police Administration.
- Ability to direct and control activities.
- Ability to plan a organize activities.
- Ability to conduct effective meetings.
TRAINING AND EXPERIENCE
Completion of two (2) years of college from an accredited college or
university and currently employed as, and two (2) years of
continuous
satisfactory service as, a Police Sergeant in the San Jose Police Department.
LICENSES/CERTIFICATES
Possession of a valid California driver's license.
Possession of a Basic Peace Officers Standard and Training Certificate.
