PARKS DEVELOPMENT OFFICER (3450)
CLASS PURPOSE
Under general direction, performs work of considerable difficulty supervising
the City's Cultural Heritage Garden Program, acts as the
City's primary liaison to the Sister Cities Program and
coordinates other major enterprise projects with the City Manager's Office. Performs related work as required.
TYPICAL DUTIES AND RESULTS (Any one position may not include all the
duties listed, nor do the examples cover all
the duties which may be performed.)
- Supervises and coordinates the development, utilization and promotion of the
City's Cultural Heritage Garden Program.
- Coordinates and promotes the participation of volunteer groups in developing,
maintaining and providing City sponsored
cultural programs to promote the City's Cultural Garden Program.
- Establishes close liaison and effective working relationships with private
and public entities in the coordination of
each garden project agreement.
- Works and consults with private and public entities in gathering and sharing
needed information aimed at establishing
partnership agreements, providing garden/parks planning support and resource
referral with local ethnic groups and
assisting these groups in the formation of garden development strategies.
- Formulates individualized partnership agreements that define design,
construction, financing, operations and maintenance
requirements for each garden project proponent.
- Plans, coordinates, studies and analyzes parks/garden development projects to
facilitate feasibility planning and community
resource networking.
- Advises and guides garden program proponents in park site selection and
acquisition for developmental purposes.
- Coordinates the developmental processes for each separate project proponent
with various City departments; facilitates
understanding of the City's grants application processes; ensures compliance
with contract agreements and provides
accurate and timely information to citizen groups, commissions, media, and
council members and ensures a high level
of awareness for garden program developmental activities to appropriate
entities.
- Acts as primary City liaison to the Sister Cities Program; maintains on-going
sister city relationships with existing sister
cities to San Jose and provides staff support to developing sister city
relationship proponents and advises City administration
on appropriate protocol measures for visiting dignitaries.
- Acts as chief liaison with City Manager's Officer on enterprise projects such
as golf course development project(s),
sports complex, golf driving ranges; researches alternate sources, privatization
opportunities and other grant programs
to develop enterprise projects.
- Supervises assigned staff and orients, trains, develops and evaluates
performance of assigned staff.
TYPICAL DUTIES AND RESULTS INCLUDE
Ensures the effective maintenance and development of individual
partnership
agreements for each project proponent in the City's Cultural Heritage Garden
Program; ensures that development
agreements of all individual project proponents are processed in an efficient
manner without delays; ensures meaningful
and significant volunteer community assistance; ensures active involvement of
local community members to promote and
enhance the image of the City's Cultural Heritage Garden Program; ensures the
effective maintenance of the City's
Sister Cities Program; ensures project proponents' compliance with partnership
agreement requirements to protect the
City's interests.
DISTINGUISHING CHARACTERISTICS
This is a single position class. The incumbent is responsible for supervising
the developmental process of the City's
Cultural Heritage Parks/Garden Program and the overall coordination of
individual agreements with each project proponent
and acts as the City's liaison to the Sister Cities Program.
QUALIFICATIONS
Minimum Knowledges, Skills and Abilities
- Knowledge of basic horticultural theories and practices.
- Knowledge of community volunteer involvement and coordination practices and
techniques.
- Knowledge of the general principles and approaches to municipal parks
development activities.
- Knowledge of the general principles and practices of public agency
organization and administration.
- Knowledge of project planning and control.
- Ability to supervise the work of community based groups and individuals.
- Ability to communicate effectively, both orally and in writing.
Competency Knowledges, Skills and Abilities
- Knowledge of Federal, State and local laws relating to economic development.
- Knowledge of how the City's development processes work.
- Knowledge of budgeting, grantsmanship and sources of funds from governmental
and outside groups.
- Knowledge of Public Works and Planning Departments parks developmental and
planning requirements.
- Knowledge of requirements for environmental impact review, parks planning,
parks facility operations and maintenance.
- Knowledge of the requirements for formulating and developing partnership
agreements with project proponents on
design, construction, maintenance, operations and financing.
- Ability to work effectively with culturally diverse communities.
- Ability to effectively supervise and develop collaborative working
relationships with City contract staff and other public
and private agencies.
Training and Experience
Any combination of training and experience equivalent to successful
completion of advanced undergraduate coursework from an
accredited college or university in Horticulture, Public
Administration, Parks Administration
or related field, plus four (4) years of
increasingly responsible experience in
professional administrative and/or analytic work.
Licenses/Certificates
Possession of a valid State of California driver's license.
