AIRPORT OPERATIONS SUPERVISOR (3524)

CLASS PURPOSE:
   Under general supervision, performs work of moderate difficulty in supervising the airside and landside activities of the San Jose International Airport. Performs related work as required.

TYPICAL DUTIES AND RESULTS (Any one position may not include all the duties listed, nor do the examples cover all the duties which may be performed.)

· Supervises airside activities of commercial and general aviation aircraft operations including aircraft parking, ground support activities, and itinerant aircraft services.
· Supervises specific landside activities including public parking, on-airport shuttle, and ground transportation services and enforcement.
· Functions as airport Manager-on-Duty; during weekends, nights, and holidays, serves as Senior Airport Management Representative.
· Inspects runways, taxiways, and related airport Air Operational Areas (AOA) for proper maintenance and safety conditions; opens or closes runways, taxiways, and other airside operational areas. Ensures that the facility continually operates in compliance with Federal Aviation Administration (FAA) airport certification requirements; enforces all applicable Federal, State, and City rules, regulations, and procedures.
· Functions as the Airport Emergency Control Officer during airport emergencies until relieved by the Airport Operations Superintendents or other higher authority.
· Manages Airport access control system; supervises airport I.D. badging, communications technical support, and Airport communications services programs.
· Oversees assignment of airport aircraft storage spaces and ensures that accurate records are maintained of such spaces; notifies tenants of pertinent airport information and regulations.
· Develops and prepares recommendation of operational procedures relative to aircraft ground operations, facility maintenance, and the conduct of airside operations.
· Prepares and maintains various airport records.

Typical End Results Include:
   The effective and efficient management of all aspects of airside and landside operations; understanding and adequately meeting the needs of the airport users; maximizing facilities' use through the effective coordination of aircraft ground operations and aircraft movement and non-movement areas; ensuring the safety of all airport users and employees through the compliance with safety procedures associated with the operations of an FAA-certified air carrier airport.

DISTINGUISHING CHARACTERISTICS:
   This is a mid-level management position with full responsibilities for both airside and landside activities during an assigned shift. This class provides airport operations management supervision 24 hours a day, seven days a week. An employee of this class is responsible for designated airside and landside operational areas of the airport during a specified shift period. This class supervises the Airport Operations Specialist and Sr. Airport Operations Specialist classes. This class differs from the class of Airport Operations Superintendent in that the incumbent of the latter has responsibility for all airside and landside operational areas of the airport and exercises supervision over Airport Operations Supervisors.

QUALIFICATIONS
Minimum Knowledge, Skills, and Abilities

· Knowledge of principles and practices of supervision.
· Knowledge of the methods, materials, and equipment used in aircraft ground handling, recovery, and/or servicing.
· Knowledge of Federal, State, and local rules and regulations pertaining to airport operations and airport certification requirements.
· Knowledge of aviation fuels, aircraft servicing procedures, and aviation fuel quality control procedures.
· Knowledge of safe vehicle operations at an airport.
· Ability to understand complex governmental regulations.
· Ability to plan and supervise the work of others.
· Ability to communicate effectively both verbally and in writing.
· Ability to interface with various individuals and organizations (i.e., government agencies, airport tenants, and the general public).

Competency Knowledge, Skills, and Abilities

· Knowledge of airport runway/taxiway systems, marking criteria, aircraft movement/non-movement areas, and airport facility and operational safety standards.
· Knowledge of aircraft rescue and fire-fighting (ARFF) equipment and their applicability to airport emergency operations.
· Ability to analyze complex airport ground operations and to recommend improvements.

Education
   Completion of a Bachelor’s Degree in Aviation Management, Business Administration, Public Administration, or a closely related field.

Experience
   Two (2) years experience at a level equivalent to a Sr. Airport Operations Specialist.

Acceptable Substitutions
   Work experience in aviation may be substituted for the years of education on a year-for-year basis.

Licenses/Certificates
   Possession of valid California driver’s license.

Special Airport Requirement
   This Airport-specific classification requires each candidate to satisfactorily complete a Federal Aviation Administration (FAA) 10-year employment history verification, which may include a criminal history records check prior to being considered for a position in this class.
