AIRPORT OPERATIONS SUPERINTENDENT (3525)
CLASS PURPOSE
Under direction, performs work of considerable difficulty interpreting policies, methods, and procedures to ensure the effective management and direction of the Division's operations. Particular emphasis is placed on San Jose International Airport airside operations including: air carrier, air cargo, and general aviation operations, airport certification, emergency planning, access control, communications, and communications technical support. Performs related work as required.
TYPICAL DUTIES AND RESULTS (The position may not include all the duties listed, nor do the examples cover all the duties which may be performed.)
Assumes responsibility for all airfield operations; ensures airport is operated in accordance with applicable Federal, State and local rules and regulations.
Assumes responsibility for airport emergency planning activities including developing plans and procedures, coordinating plans and procedures with airport tenants, city departments, and mutual aid agencies, and testing plans and procedures in accordance with Federal Aviation Regulation requirements.
Performs as liaison with management and supervisory personnel of airport tenants, users, and the Federal Aviation Administration (FAA).
Resolves problems regarding the use of airport facilities, assuring conformity with rights, privileges and regulations.
Assumes responsibility for administration and assignment of aircraft storage and tie-down space facilities; sets policy and procedures for general aviation operations.
Coordinates special events such as fly-ins and VIP arrivals and departures, ensures such functions are conducted in accordance with applicable Federal, State, and city rules and regulations.
Assumes responsibility for the access control and airport ID badging programs; acts as liaison with law enforcement and FAA personnel on security related matters.
Assumes responsibility for communications technical support program. Establishes contracts for maintenance of all Airport radio, security, and telecommunications systems, ensures that all such systems are properly maintained.
Prepares and monitors budget for access control, ID badging, and communications functions.
Assumes responsibility for management of communications services including the Airport Communications Center.
Typical End Results Include: Providing a safe environment for the conduct of air transportation and the operation of aircraft for business or pleasure; efficient use of airside and landside facilities; ensuring uninterrupted FAA certification compliance of the airport by conducting timely inspections and efficient correction of discrepancies on a daily, monthly and quarterly basis; assuring the safety status of the airport as a participant of the National Transportation System.
DISTINGUISHING CHARACTERISTICS
The position reports directly to the Airport Operations Manager. In the absence of the Operations Manager, this class is assigned airside section functions and related duties. As the principal participants with the Operations Manager, this class shares a major responsibility for interpreting, enforcing policies, methods, and procedures to ensure effective management of the day-to-day operations of the airport.
This class differs from the lower class of Airport Operations Supervisor in that an incumbent of the latter class has a narrower span of control for operations area of the airport and receives supervision from the Airport Operations Superintendent.
QUALIFICATIONS
Minimum Knowledges, Skills and Abilities
Knowledge of airport ground operations practices and procedures.
Knowledge of aviation fuels, aircraft servicing procedures, fuel quality control and fuel testing methods.
Knowledge of certification inspection requirements and the regulations governing an airport that is part of the National Transportation System used by air carrier aircraft under authority of the Federal government.
Knowledge of aircraft and air traffic control procedures both in the air and on the ground.
Knowledge of supervisory principles and practices.
Ability to establish and maintain procedures and records designed to meet the complex demands of a variety of agencies.
Ability to establish and maintain effective working relations with Federal agency employees, air carrier employees, private aircraft operators, fellow employees and the air traveling public.
Ability to communicate both orally and in writing.
Ability to supervise, train and evaluate subordinate staff.
Competency Knowledges, Skills and Abilities
Knowledge of all phases of air traffic control procedures and their capacity of being modified.
Knowledge of the capability and operating problems of all types of aircraft.
Ability to discuss aircraft operational capabilities with public and traffic controllers and offer practical alternatives to operational problems.
Ability to direct and coordinate all airport security and operations activities.
Ability to analyze and formulate operational and environmental procedures.
Special Airport Requirement
This Airport specific classification requires each candidate to satisfactorily complete a Federal Aviation Administration (FAA) 10-year employment history verification which may include a criminal history records check prior to being considered for a position in this class.
Training and Experience
Any combination of training and experience equivalent to completion of Bachelor's Degree in Aviation Management, Business Administration, Public Administration or a closely related field, two (2) years of experience at a level equivalent to an Airport Operations Supervisor, or six (6) years of experience at a level equivalent to an Airport Operations Supervisor.
Licenses/Certificates
Possession of a valid State of California driver's license.
