CLASS PURPOSE
Under administrative direction, performs work of unusual difficulty in providing management direction and policy determination for all Airport divisions, manages the airport as a municipal enterprise, interfacing with major companies in the private sector, establishes policies on financial systems, and property and facility management in accordance with the policies promulgated by the City Manager and City Council and advice of the Airport Commission; and deals with specialized Airport problems as they relate to the region, community, tenants, and other government agencies. Performs related duties as required.
TYPICAL DUTIES AND RESULTS (The one position may not include all the duties listed, nor do the examples cover all the duties which may be performed.)
- Analyzes air carrier and general aviation operation needs and provides facilities and services commensurate with passenger and user demand and in conformance with Federal and State laws and regulations.
- Provides management for parking and land-lease facilities for private and corporate aircraft, fixed-base operators, and other airfield tenants.
- Directs preparation and administration of annual budget; monitors programs to ensure compatible cash flow; administers leases and permits for airport property.
- Coordinates airport and City input to the Planning Management Program with the consultants to derive an effective master plan for the community/regional air carrier airport and general aviation
airport(s).
- Directs short and long term planning; manages preparation of federal grant applications and accompanying Environmental Impact Reports.
- Directs land acquisition programs for takeoff and approach zones to alleviate noise and potential safety problems, ensures proper management of Federal and State grants which provide funding.
- Maintains good working relationships with fixed-base operators, airline personnel, government agencies, airport organizations, legislators, and community/airport participants.
- Attends airport meetings, such as staff, Airport Commission, Airport Land Use Commission, Airport Planning Advisory Committee; and City meetings, such as City Council, agenda reviews, executive staff, and follows through with directives or requests received from each authority.
- Evaluates existing and proposed legislation and contacts legislative representatives regarding laws applicable to the airport, aviation and community.
- Directs planning and implementation of airport operation to ensure compliance with existing environmental standards and government regulations.
- Directs airport security activities and the Airport's noise monitoring program.
- Reviews status of runways, taxiways, and other facilities, and directs implementation, construction, and maintenance where required.
- Presents programs and speaks to governmental and civic groups and media interviewers.
- Directs personnel selection and staff development programs.
- Establishes goals and objectives for the airport and its divisions, and monitors their achievement.
- Attends community meetings, such as homeowners associations or Chamber of Commerce other official agency meetings, such as FAA, CALTRANS or other city councils, and responds to requests received from each authority.
TYPICAL END RESULTS INCLUDE
Ensuring and coordinating the operation of airport activities to provide facilities and services to the air traveling public, general aviation and other airfield tenants and users; to meet the transportation demands of the community and comply with regulatory requirements; ensuring the development and implementation of a financial management plan to provide successful financing of airport operations and development as required; ensuring the development and implementation of effective public information, promotion and marketing programs to encourage a higher degree of airport utilization by the air traveling public and a higher level of airline service; ensuring the development of a comprehensive personnel management program to encourage a highly motivated, well trained, and responsive work force; ensuring the development and implementation of airport facility maintenance, planning and development programs to provide for future facility requirements, while being cost effective, and embracing environmental and other standards; ensuring the development and implementation of an aggressive noise mitigation program for continued environmental
compatibility between the Airport and the community.
DISTINGUISHING CHARACTERISTICS
This is the single position class of department head, Airport Department, with management responsibilities for the planning, development, maintenance and operations of the San Jose Municipal Airport. Responsibilities include planning and implementation of a long term, quality development program integrating all legal, economic and political aspects; initiating and conducting a land acquisition program; initiation of financial and property-management programs; directing day-to-day operations and maintenance of existing facilities and services; and coordinating regional airport/aviation planning. This position reports to the City Manager through the Deputy Director for Community Development.
QUALIFICATIONS
Minimum Knowledges, Skills and Abilities
- Knowledge of modern aviation and airport industry standards and rules.
- Knowledge of the organization and function of municipal governments.
- Knowledge of noise abatement problems and procedures.
- Knowledge of Federal, State, regional and local rules and regulations affecting airport operation.
- Ability to plan, organize and direct the work of subordinates and to train them in airport operations, principles and practices.
Competency Knowledges, Skills and Abilities
- Knowledge of the principles and methods used in business management with particular emphasis on the aeronautical knowledge required for the promotion and operation of airport facilities.
- Knowledge of local and regional jurisdictions and their interests and needs regarding development of airport services and facilities.
- Knowledge of current legislation as it affects airports and air transportation in general, airport security and safety, air carrier operations, Federal Aviation Administration, Civil Aeronautics Board and Public Utilities Commission discussions and regulations, and State of California Department of Transportation policies and regulations.
- Ability to determine long range needs for expansion and development.
- Ability to estimate and balance operational costs and revenues.
- Ability to establish cooperative relationships with the public and effectively promote the concept of municipal airport operation and the benefits of air transportation.
- Ability to apply the principles and practices of corporate business, self-liquidating finance programs, revenue financing, pricing of rates and charges, cost accounting, and personnel management to airport management.
- Ability to organize, manage and evaluate a large and complex organization in the operation of a modern, metropolitan air transportation facility.
Special Airport Requirement
This Airport specific classification requires each candidate to satisfactorily complete a Federal Aviation Administration (FAA) 10-year employment history verification which may include a criminal history records check prior to being considered for a position in this class.
Training and Experience
Any combination of training and experience equivalent to graduation from an accredited college or university with a major in airport management or business administration and ten (10) years of increasingly responsible supervisory management experience in airport administration, operations, or maintenance, including at least five (5) years of supervision at a level equivalent to Assistant Airport Director.
